Chapter 110 military deployments to secure and expand the strategic initiative

(July 23, 1947) Liu Deng, Chen Sutan[1], East China Bureau: In the present situation, in order to secure and extend the initiative already begun, the following military deployments are recommended: (1) For the enemies at Yangshanji and Jining, if Liu Deng judges that he is sure to attack and annihilate them quickly, he will attack and annihilate them; In Longhai, we will not attack the east of the New Yellow River[2], nor will we attack the Ping Han Road. We are determined not to leave the rear. We will go straight out of the Dabie Mountains in half a month's journey, occupy dozens of counties centered on the Dabie Mountains, eliminate the militia groups, and mobilize the masses. Establish a base to attract the enemy to attack me and fight mobile warfare.We have ordered the Chen Geng[3] column, and commanded the Taihang Column, the Fifth Division[4], and the Thirty-eighth Army, a total of more than 70,000 men, to leave western Henan in late August to establish a base in the Hubei-Henan-Shaanxi border area, attracting Hu Tsung-nan[5] and others. (2) When Chen Shiju's troops [6] failed to go out of Si, Qu[7] and Ye Tao[8] and had to go out of Luxi, Qiu Qingquan and Wu Shaozhou[9] might leave Luxi quickly , and may concentrate actions, which is not conducive to annihilation.Therefore, Chen and Tang should use one part to contain Qiu and Wu, and the main force should act quickly to wipe out the scattered and weak enemies on the Longhai Line and the areas north of it, expand the battlefield in this area, and contain Qiu and Wu in this area, waiting for them to attack. (3) Ye Tao went out of Fujian, Zhejiang and Jiangxi to establish the Fujian, Zhejiang and Jiangxi bases.Its steps: the first step is to rest at the site for a whole day, quickly wipe out the enemies in Tai'an, Dawenkou, Feicheng, Pingyin, Dong'e, and Dongping, occupy the area, and spend one and a half to two months in the area. Rest, replenishment, deployment of cadres and political mobilization are completed in the area (or in Liaocheng); the second step is to go to the west of Anhui to establish a temporary base; the third step is to cross the river to the south of Anhui to establish a second temporary base; the fourth step , to the destination of Fujian, Zhejiang and Jiangxi.The Guangdong column [10] was accompanied by Ye Tao to go south, and please consider organizing the southeast branch, and Zihui, Dingcheng, and Zeng Shan [11] went to preside over it.
