Chapter 62 Amendments to the Northeast Bureau's resolution on the situation and tasks in the Northeast [1]

(July 11, 1946) Comrade Lin Biao[2]: With regard to the situation in Northeast China and the resolution on tasks, the following amendments are proposed: (1) The first paragraph is rewritten as follows: Last August, the heroic Soviet Red Army came to China to attack the Japanese invaders. Our Northeast Democratic Alliance Army and the Northeast people cooperated with the Red Army to fight against the Japanese invaders and the Manchukuo, and opened up freedom for the Northeast people. the way of life.In the Northeast, our party led the Northeast People's Anti-Japanese Volunteer Army from the day the Japanese invaded, opposed Chiang Kai-shek's non-resistance doctrine, and waged a long-term heroic struggle. After the counter-offensive against Japan, our party dispatched a large number of troops and cadres from the pass to the Northeast to help the people of the Northeast create a vast Northeast Liberated Area. However, Chiang Kai-shek, who was guilty of losing the Northeast and had no success in regaining the Northeast, violated the peace agreement and aggressively attacked the Northeast Liberated Areas with the assistance of the American reactionaries. From the Battle of Shanhaiguan in November last year[3] to the armistice between the two armies on June 7 this year, our Northeast Democratic Alliance Army and the people of the Northeast waged a heroic and resolute war of self-defense.Although the two sides are still in a state of truce, the war may still break out again.Mass work and the settlement of the land problem in the vast areas of Northeast China are still in the initial stage, our rural base areas are not yet consolidated, and many of our cadres do not understand the necessity and importance of going deep into the countryside and engaging in long-term and arduous struggles to establish base areas. The current international and domestic situation is conducive to our party's establishment of the Northeast base area and smashing the possible re-offensive of Jiang's army, but we must admit our own weaknesses and overcome these weaknesses in order to achieve our goals.

(2) Subparagraph A of the second paragraph proposes the following amendments: overcome the confused thinking on the issue of peace and war, and prepare for a long and arduous struggle to achieve peace. At present, the contradiction between Britain and the United States is increasing, and the internal contradictions in the United States are extremely serious. Chiang Kai-shek still feels that the distribution of troops is not enough on a national scale, and the people's hearts are not smooth, and the economy is difficult. What is especially important is the strength and resolute struggle of our party and army. Therefore, Chiang Kai-shek had to declare an indefinite truce after the expiration of the 15-day and 8-day truce[4].In some areas where the strength of the Chiang army is insufficient, the truce is also beneficial to the Chiang army, but in areas where the strength of the Chiang army is sufficient, such as the Central Plains area and Jiaoji Road, Chiang Kai-shek has already launched a big fight against Jiangsu and Anhui. possible. For the Northeast, the Jiang army is currently insufficient in strength, which is conducive to a truce, but if additional troops arrive, there is a great possibility that they will attack me again.During the Nanjing negotiations[5], Chiang Kai-shek agreed to accept Xing'an Province, New Heilongjiang Province, a part of Nenjiang Province[6] and the Yanji area. Those who are absolutely unacceptable to us.Rather than losing such a vast area without fighting and not being able to recover it in the future, it is better to lose it in battle and recover it in the future. Moreover, as a result of the battle, in addition to the possibility of losing some key cities, we also have the great possibility of smashing the attack of Jiang's army and recovering many lost territories. Therefore, the whole Party must make the utmost determination and work hard to prepare all the conditions to crush Chiang's attack and win the war to achieve peace. All wavering and fluke ideas of peace should be swept away.Under this general policy of wholeheartedly preparing to achieve peace through long-term and arduous struggle, our method is to increase the revolutionary forces and reduce the reactionary forces through war, mass work, solving the land problem, improving people's lives, and other efforts. Make the balance of power between the two sides change in my favor. The most important thing is to fully mobilize the masses and closely integrate our party with the people. As long as the strength of the broad masses of the people increases to our side, the forces of the enemy and ourselves will be changed in our favor, and solid bases will be established so that the enemy cannot defeat us.In short, peace must be achieved and can be achieved, but it should mainly rely on self-reliance rather than external forces.Only by being self-reliant, self-reliant, self-reliant, self-sufficient, and invincible, and then the international and domestic parties help us can make a difference and achieve peace reliably. Otherwise, it is unreliable and dangerous.

(3) In item B, delete the sentence "expand the base areas with North Korea, the Soviet Union, Outer Mongolia, and Rehe[7] behind them". (4) In Item C, the struggle and the purpose of the war should first be said to be the struggle to defend the liberated areas. The people of the Northeast have been liberated from the Japanese and puppet rule and have established their own liberated areas where they can live freely. However, the Chinese reactionaries attacked our Liberated Areas with the aid of foreign reactionaries. Our Northeast Democratic Alliance Army and the people of the Northeast had to fight a self-defense war, because if they did not defend themselves, they would perish. Therefore, a self-defense war is completely legitimate and necessary. Then it comes to the struggle for economic, political, and military democracy and its specific content.Do not mention class struggle slogans.

(5) All other parts agree. central noon really Published according to Mao Zedong's manuscript. -------------------------------------------------- ------------------------------ note [1] At the beginning of July 1946, the Northeast Bureau of the Central Committee of the Communist Party of China held an enlarged meeting in Harbin to analyze the situation at home and abroad and in the Northeast, to summarize the experience and lessons learned in establishing base areas and preventing the Kuomintang army from attacking in the past year, and to unify the situation in which the enemy is strong and we are weak , peace and war, urban and rural areas, and combat policy and other issues. On the 5th, the Northeast Bureau submitted the resolution draft of "The Situation and Tasks in the Northeast" drafted by Chen Yun to the Central Committee of the Communist Party of China for approval.

On November 16, they withdrew from Shanhaiguan and retreated to Suizhong.
