Chapter 59 Strategies to be adopted after the "July 7th" Declaration[1] was published

(July 6, 1946) Bureaus and Zhou Yewu[2]: The "July 7th" Declaration of the Central Committee sharply criticized the US and Chinese reactionaries, and aroused the people of the country to save the country, which was enough to inspire the will of the people and put the reactionaries in a difficult position in order to isolate them from the people. But at the same time, it pointed out that strengthening ties with American democrats and advocating the opening of political consultative conferences involving all parties in the country, no matter who they are, as long as they are in favor of the CPPCC, they are welcome. Therefore, all localities should still respect the representatives of China and the United States according to the previous instructions [3], and pay attention to attracting all personnel from the United States.Do not speak publicly of Marshall[4] as good or bad, as he must still be used to ease the situation during negotiations.Conflicts should still be avoided with respect to the U.S. military in various places; with regard to the Kuomintang army, it depends on the attitude of the other side.Regarding negotiations, our party has made some concessions, but the Kuomintang is greedy and has made many unreasonable demands, which should be rejected. Both the American reactionaries and the Chinese reactionaries face many difficulties. We should have a sufficient estimate of their difficulties so that we can use them to wage resolute but appropriate struggles and strive for a better situation. Some people in the middle must think that the attitude adopted in our declaration is too tough, and we should explain to them: Both the US and Chinese reactionaries take advantage of the people's ignorance of their ugly behavior, oppress the people, and profit from it; Only by being isolated in front of the people can their attacks be repulsed.
