Chapter 52 The strategic plan of Taihang and Shandong districts after the overall breakdown

(June 22, 1946) Liu Dengbo, Chen Shu[1]: After the global breakdown, please consider the following options: (1) In the Taihang District, take the eastern part of Henan as the main combat direction, and concentrate the main force to attack Changyuan, Kaocheng[2], Minquan, Lanfeng, Fengqiu, Ningling, Suixian, Qixian, Chenliu[3] ], Tongxu, Taikang, Tuocheng, Huaiyang, Shangqiu, Luyi, and Xihua, mainly focusing on destroying the enemy's vital forces in field battles, and occupying Kaifeng in camera. (2) The Shandong District takes the Xuzhou area as the main combat direction, concentrates the main forces of Shandong to cooperate with the northern Jiangsu and Anhui districts, and captures Huangkou, Dangshan, Yucheng, Guoyang, Jiagou, Fuli, Suxian, Renqiao, and Guzhen ( That is, at various points in Xu Bangjian, the main focus is to mobilize the enemies of Xuzhou to annihilate them in the field, and occupy Xuzhou in camera.

(3) In the Taihang area, except for the troops against Yan[4] in Shanxi, the rest will monitor the enemy in northern Henan, and the largest force should be dispatched to the eastern Henan area. (4) Shandong uses Jiaodong to deal with Qing and Wei [5], uses Bohai to deal with Jinan, and the remaining main forces in the three regions of central Shandong, southern Shandong, and Binhai and the new four main forces all go south. (5) As long as it occupies about half of the main railway lines between Kaifeng and Xuzhou and Xuzhou and Bengbu, as well as the above-mentioned counties, it will be advantageous.Some counties can be captured by local troops one by one, and our main force does not need to fight every city.

(6) During the above-mentioned stages of operations, full attention should be paid to winning over miscellaneous and puppet troops anyway. (7) In the above-mentioned battle plan, the main force of our fifth division [6] breaks through and dispatches to Henan. Its task is to contain the enemy in Henan and cooperate with you in fighting. (8) Su Tan [7] mainly deals with the enemies in Jiangbei and cooperates with you in fighting. (9) After the victory in the above-mentioned battles (Kaifeng and Xuzhou are not necessarily obtained), if the situation is favorable, the main forces of the Taihang and Shandong districts can cross the Huaihe River and advance towards the Dabie Mountains, Anqing and Pukou.

(10) The spirit of this plan focuses on the south, contrary to Jiang's spirit which focuses on the north. A large part of Jiang's army can be left in the north and placed in a passive position. (11) This plan can protect the Fifth Division from being wiped out or suffering big losses. (12) This plan is to rely on the old base areas and move south gradually, steadily and steadily, without taking any risks. (13) If we can gradually cross the Huai River to the south, we can requisition manpower and material resources from the Kuomintang area so that our old areas will not be destroyed.

(14) Chiang is now extending the truce to the 30th of this month, and a big fight is about to begin in early July. I must quickly decide on a strategic policy to facilitate the battle.
