Chapter 26 Only by solving the three major problems of surrender, puppet army, and self-government can traffic be resumed[1]

I decided that the "Liberation Daily" will publish the statement of the CCP spokesperson tomorrow [3], emphasizing that the civil war must be stopped immediately Therefore, the three major issues of surrender, puppet army, and self-government must be resolved before traffic can be restored, otherwise it will be helping the civil war; on the issue of surrender, the liberated areas must be responsible for surrender, and other troops must withdraw to the original defense.

(2) A large number of documents were seized in the Battle of Handan [4] to prove that the government has a comprehensive anti-communist civil war plan. Please consider whether you can use this to turn a corner and adopt a tough attitude. Do not withdraw the original four points [5] and only say that the government is negotiating and aggressively attacking at the same time , and is now deploying troops on a large scale, what we talk about is deceit, we cannot trust it; if we want to win trust, we must immediately solve the three major issues of surrender (including withdrawal of troops and garrisons), puppet troops, and self-government.

(3) Not only can we not enter the line of communication where we are present, but also cannot enter the line of communication when we are not present. Those who have entered must retreat, otherwise it will definitely be a civil war. (4) On the line of communication, both sides may not garrison troops, and those who have already garrisoned on the other side must return to their original defenses, and they cannot be allowed to garrison our liberated areas. (5) After the armies of both sides withdraw from the line of communication, they shall be managed by the autonomous government of the liberated area.

(6) If it is not possible to agree to the organization of a traffic inspection team, the three issues of surrender (including the withdrawal of troops and garrisons), the puppet army, and self-government should be resolved first, that is, the problem of the danger of civil war should be resolved. The liberated areas are responsible for restoring traffic, which must not be resumed at present. (7) Don't rush to answer the six points raised by the other party, and don't be afraid of them publishing it. In fact, Wu Guozhen[6] already published it to the United Press on the 4th, and here he will criticize it tonight.

(8) Agree to postpone raising the Northeast issue. (9) Regarding the two points of exposing the civil war and US military interference, several agencies have been mobilized to do so, and the materials can be greatly increased. (10) Rest in Xi'an, Jiang [7] ordered Hu Zongnan [8] to go to Zhengzhou immediately and launch a large-scale offensive.
