(October 20, 1945) All central bureaus are transferred to the district party committees and heads of the corps: The six-month period that has now begun is a transitional period from the stage of resistance against Japan to the stage of peaceful construction.The struggle for the next six months will be the key to determining our political position in the entire future peace period.During this period, the task of our party in the areas ruled by the Kuomintang (such as Chongqing, Shanghai, and Beiping) is to expand the united front work of national democracy, cooperate with the vast number of friendly and possible Chinese and foreign people, organize the broad masses, and mobilize Campaigns demanding democracy, punishing traitors, saving the economy from panic, relief for the unemployed and assistance for those returning home, and continued negotiations with government authorities on outstanding issues.The central task of our party in the liberated areas is to concentrate all forces against the offensive of the recalcitrant army and to expand the liberated areas as much as possible.For this purpose, in addition to moving a large number of troops and cadres to Northeast China and Rehe[1] and other places, organizing the people there, expanding the army, and preventing and crushing the intrusion of stubborn troops, in all the liberated areas, we must organize powerful field armies with a well-planned plan. Annihilate the recalcitrant army attacking me, the more you annihilate, the more clean and thorough the better.This is a war of self-defense, and we have good reasons and stand in a reasonable and advantageous position.All work in the Liberated Areas should serve this central task, among which is to reduce rent and interest in the new areas, eliminate traitors, establish a democratic government, carry out political work to disintegrate the hypocrites, and especially organize the production of all the people in the Liberated Areas next year. Movement, to ensure the supply of food, clothing and daily necessities for the soldiers and civilians in the Liberated Areas, is particularly important for winning victory.Just like the past few months, the next six months will be a period of intense work for the whole party. I hope that the leading comrades and central backbones in all localities will be good at mastering their own work.In the past few months, our party has achieved great victories, but the final result will depend on our efforts in the next six months.It is estimated that although the recalcitrant side and I compete for North China and Northeast China, although there are convenient conditions (assistance from the Americans, Japanese and puppet troops), there are also disadvantages (the area is too wide, the troops are not enough to allocate, the geography and people are not familiar, and the lone army going deep, separating from the masses, making up for difficulties, and different systems), as long as our party has a clear policy and resolute efforts, it can defeat and wipe out a large number of stubborn troops attacking North China and Northeast China, and strive for the interests of our party and our army in North China and Northeast China. It is absolutely necessary and entirely possible for the recalcitrant party to recognize this status, and then the two parties will compromise and move to a new period of peaceful development.Peace, democracy, unity, and unity are the established policies of our party and the road that the Kuomintang is forced to follow. This has been stipulated in the Double Tenth Chongqing Agreement[2].However, the Kuomintang is trying to control more places in recent months, trying to gain an advantage in North China and Northeast China, and trying to weaken our Party and our army in order to achieve a peaceful compromise under conditions that are favorable to them. Large-scale and fierce military struggle (this large-scale military struggle should not be mistaken for the arrival of the civil war stage).The current situation that is inevitable and has already arrived, our party must be clearly aware of it, must adhere to the policy of unity and struggle, and achieve the goal of unity by means of struggle, and unswervingly strive for victory in the current struggle in order to turn things around in a favorable manner. to a new stage of peaceful development.The greater the victory in the present struggle, the sooner peace will be realized and the more beneficial it will be to the entire Chinese people.Therefore, the liberated areas should use the forces organized over the years, and continue to organize our forces quickly, and use them all in the struggle for the next six months to strive for a great victory in this struggle.Because this is a decisive battle in China's new historical stage.
