Chapter 113 Instructions on convening meetings of representatives from all walks of life in various places

(September 4, 1949) All central bureaus, all sub-bureaus, and all field front committees: (1) The North China Bureau transferred the Weishi Telegram[1] of the Chahar Provincial Party Committee to report the experience of representatives from all walks of life in the province. It is very noteworthy. Please do some research. (2) Experience has proved that those who fail to pay attention to convening representatives from all walks of life and are still bound by the narrow circle of the party have taken a detour. (3) We must oppose formalism. Each meeting must be fully prepared, have a central content, and earnestly discuss issues that exist in the work that are of concern to the people. Criticism and self-criticism must be launched, and it must be regarded as a major event. Do it, otherwise it will damage the party's political prestige.

(4) In the newly liberated areas, representatives from all walks of life will be held several times. Representatives can be selected and hired mainly, supplemented by democratic elections by reliable mass organizations. Afterwards, it can be changed to democratic elections by various groups and walks of life. Mainly, supplemented by promotion and recruitment.The principle is always to ensure that the meeting is led by our party and to cultivate a democratic spirit. (5) In towns with more than 20,000 but less than 30,000 people, representatives from all walks of life may also be held. (6) In provinces, counties, and districts where the land reform has not been completely completed, representative meetings at all levels are held, and peasant representative meetings are held in rural areas, with the representatives from all walks of life in the county as the center.

(7) At the provincial, county, district, and township levels where the land reform has been completed, people's congresses are held at the four levels. However, at the beginning of several times, representatives from all walks of life may also be held as a transition. (8) Regardless of whether it is a congress of representatives from all walks of life or a people's congress, there should not be too many party members, and the principle is to ensure that resolutions are passed.Generally speaking, a little more than half of the party members and reliable left-wing elements is enough to absorb a large number of middle-level elements and a small number of non-reactionary right-wing elements and win them to come closer to us.
