Chapter 105 Winning Cheng Qian[1] and others to stand on our side has a great political effect

(August 6, 1949) Central China Bureau, and transferred to the Hunan Provincial Party Committee: (1) Lin Deng sent a telegram at 12 o'clock on the 5th [2] and learned that the handling was very good. (2) After our army entered Changsha, apart from the reactionary newspapers that should be closed, the newspapers in the Cheng Qian system should not be closed, so as to use these newspapers to publish our news and documents, and divide the Cheng Qian and Chen Mingren [3] systems. The Party, the government, and the military arm the progressives, educate and win over the majority of the middle elements, and isolate the reactionaries. At the same time, I asked the Hunan Working Committee and Cheng Qian to discuss that if he had a newspaper in Xinhua, he hoped that he would instruct the newspaper to use the Xinhua News Agency manuscript as a tool for uniting and educating most of the Party, government, and military personnel of the Cheng Ministry and attacking reactionaries.

(3) Please consider finding some enlightened elements in Cheng Qian's system, and appoint them as advisors to the Changsha Military Control Commission with the consent of Cheng Qian and myself. If you think it is feasible, please search for it immediately, and draw up a list and send a telegram. (4) Winning Cheng Qian, Chen Mingren and their faction to stand on our side will have a great political effect on dividing the Kuomintang in Taiwan, Guangzhou, Guangxi, Kunming, Sichuan and other places, especially Taiwan and Song Xilian[4] and other ministries. The local takeover of Hunan and the transformation of the Cheng and Chen systems will have a direct effect. You should treat this as an important task.Cheng Qian's temporary agency will be canceled soon if it is not busy, and the handover from the provincial government can be postponed for about a month, so that Cheng Qian can have time to carry out educational work within it, which will benefit future adaptation and transformation.

(5) When taking over the provincial government and reorganizing the army in the future, in addition to Chen Mingren's military post, Cheng Qian and the enlightened elements in his faction should be given positions and recruited to participate in the work. The method is to organize the Hunan Military and Political Committee, which is established by people from two sides, with Cheng Qian as the chairman and our people as the vice-chairman. The Hunan Provincial Government also organized it in this way to become a temporary transitional agency for the united front.Whether this method is feasible, please consider it first, but don't disclose it to the public for the time being, and see how Cheng Qian and his group perform before making a decision.
