(May 6, 1949) Su Zhang[1] (transferred to Tan Wangji[2]), and sued Chen Rao, Liu Deng[3]: (1) Chen Rao Microelectronics [4]. (2) Ask Su and Zhang to deploy immediately after Chenhui[5] and before Chenshu[6], occupy Wusong and Jiaxing first, block the Wusong River Estuary and Zhapu Haikou, cut off the enemy's escape route in Shanghai, and keep Shanghai's supplies (According to several reports from Shanghai Wu Wenyi[7], Tang Enbo[8] is transporting supplies), and forced to use peaceful means to solve the Shanghai issue. Please inform Su Zhang with the specific deployment. (3) In order to occupy Wusong, we may have to occupy the three cities of Kunshan, Taicang and Baoshan. But Jiading City and Lujiabang, Anting, etc. to the east of Kunshan City, if it is possible not to occupy them, do not occupy them for the time being.

(4) After occupying Jiaxing, we should continue to occupy Jiashan, Jinshan, Pinghu, Zhapu, and Jinshanwei, but we should not occupy Qingpu, Songjiang, Fengxian and other places for the time being. (5) In addition, after the Tan Wangji Group has rested in the Hangzhou area for a few days, it should send one or two armies to the east quickly to occupy the line of Hangzhou and Ningbo and the counties of Fenghua, Shengxian, Xinchang, Zhuji, and Yiwu to the south of this line, Then get to work. When occupying Fenghua, the troops should be warned not to destroy Chiang Kai-shek's residence, ancestral hall and other buildings. When occupying Shaoxing, Ningbo, etc., we must pay attention to protecting the houses and properties of the large, medium and small capitalists of the Ningbo Gang, so that we can attract these capitalists to cooperate with us in Shanghai, or reduce their troublesome behavior.

(6) Occupy Wusong and Jiaxing, and do not give up the plan to postpone the occupation of Shanghai. When to occupy Shanghai still has to be decided according to the degree of completion of our preparations. It is best to have another month or so to fully complete the preparations, but you still have to be prepared to occupy Shanghai as soon as possible under unavoidable circumstances. .The sooner you can prepare, the better. (7) Ask Su and Zhang to warn the troops in advance that when occupying Wusong, they should try their best to avoid conflicts with foreign warships.
