Chapter 75 Opinions on future operational policies

(December 12, 1948) Liu, Chen, Deng, Su, Tan[1]: (1) After the Huangwei Corps[2] was wiped out, Comrade Bo Cheng was invited to come to the central government to discuss strategic guidelines. It is estimated that Huang Wei can completely wipe out within a few days, while Qiu and Li [3] still need more time to completely wipe out. After Huang Wei was wiped out, comrades Liu, Chen, Deng, Su, and Tan were invited to hold a meeting of the General Front Committee to discuss the rest plan after Qiu and Li's annihilation, the next step of the battle plan, and the future battle plan for crossing the river. The committee's opinions were brought to the central government. If Su and Tan can't go to the general front committee for a meeting separately, please invite Bocheng to the command post of Su and Tan to meet with Su and Tan, learn about the situation in Huaye, ask Su and Tan for their opinions, and then come to the central government. We hope that Bo Cheng can arrive at the central government for talks between Haikou and Haiyou[4].

(2) Our general opinions on future combat policies are as follows: A. After the Huang, Qiu, and Li enemies have been completely wiped out, the Huaye and Zhongye armies rest for two months (divided into four periods, with one period every half month), and roughly Prepare all the necessary items for crossing the river (raincoats, currency, shells, therapeutic medicine, steamboat, etc.) and initially complete political mobilization.B. Under the condition that the existing enemies between the Jianghuai and the Huaihe Rivers have not retreated to the south of the Yangtze River, the two armies will join forces to hold the Jianghuai Campaign[5] in one to two months, annihilate all the enemies between the Jianghuai and Huaihe Rivers, occupy the north of the Yangtze River, the south of the Huaihe River, The towns east of Pinghan and west of the sea, mainly those from Anqing to Nantong, control the north bank of the Yangtze River.C. After that, it will take a considerable amount of time to finally complete all the preparations for crossing the river, that is, to carry out the battle of crossing the river. Its time is around May or June next year. The Ding, Huaye, and Zhongye armies worked together to manage the southeast, including southern Anhui, southern Jiangsu, Zhejiang and Fujian provinces, and a part of Jiangxi, and seized and controlled the cities of Wuhu, Hangzhou, Zhenjiang, Suzhou, Nanjing, Shanghai, and Fuzhou.E. Our army in Northeast China, in coordination with the main forces in North China, will complete the tasks of capturing Ping, Tianjin, Zhang, and Tang in January and February next year, rest in March and April, move south along Ping-Han in May, and carry out the Jianghan Campaign in June and July [ 6], and completed the preparations for crossing the river, crossing the river in August. The first step is to manage southern Hubei, the whole of Hunan and a part of Jiangxi, including capturing Wuhan, Yuezhou[7], Changsha, Changde, Baoqing, Hengzhou[8], Chenzhou, Jiujiang, Nanchang, Ji'an, and Ganzhou; The second step is to seize Guangdong and Guangxi. The main forces of Ji and North China cooperate with our army in the Northeast to capture Ping, Tianjin, Zhang, and Tang. If Taiyuan has not yet been captured at that time, they will work together to capture Taiyuan, and then use Yang Luo and Yang Chengwu [9] to capture Suiyuan [10] and Ningxia. , and join Peng He [11].Xu Zhou's corps[12] joined up with Peng He as soon as possible, first wiped out the enemies on Lanzhou, Tongguan line and its south and north, and captured Tongguan, Xi'an, Tianshui, and Hanzhong cities, and then entered Sichuan.Geng, strive to repair the three roads of Jinpu, Pinghan, and Longhai in the fall of next year and at the latest in winter, supply you with Jinpu, supply Linluo with Pinghan, and supply Penghe with Longhai.Xin, the above plan is based on the current situation between the enemy and the enemy and the possible deployment of the enemy in the future. After the enemy in front of you and the enemy in Pingjin are wiped out, it is estimated that the enemy will deploy more troops in Jiangnan, with a second force in Hunan, Hubei, and Jiangxi, and a third force in Sichuan and Shaanxi.Ren, the above-mentioned plan proceeds from many military, political, and economic considerations, and adopts a steady and steady policy. It is somewhat different from what we discussed with Comrades Chen, Deng, and Su in the past. Please consider it before Bocheng leaves.
