Chapter 70 Quickly seize the enemy on the flat tension line

(November 27, 1948) Lin Luoliu, Cheng Huang, Yang Luogeng, Yang Li[1], and reported to the North China Bureau: In order to attract Fu Zuoyi's[2] troops to the Pingzhang line during the whole month of December and wipe out one or most of the armies on this line, so that our main force in Linluo can advance to the Pingzhang line in December. In the east of Jidong, we will successfully cut off the lines of Pingjin, Tianjin and Tangang, annihilate several enemies, and open up the war situation in the main areas. The deployment is as follows: (1) Cheng and Huang led the Northeast Four Columns, Eleven Columns and a Cavalry Division; Yang, Luo and Geng led the North China Second Corps' Three Columns, Four Columns, and Eight Columns; Yang and Li led the North China Third Division The first vertical, the second vertical (two brigades), and the sixth vertical of the Corps, together with the Zhan Danan [3] local corps, formed the forces for the Pingzhang Campaign, and all the above ministries were under the unified command of Cheng and Huang.

(2) Yang and Li led their troops to advance eastward from the Sui[4]dong area on the 25th, concentrated in the area around Chaigoubao and Huai'an around the 30th, and then quickly seized and surrounded Chaigou Fort, Huailai, or Zhangjiakou, Xuanhua and other points of the enemy's army about one army, and the camera attack, to attract reinforcements from the enemy in the east to the west. (3) Yang, Luo, and Geng led their troops to set out from the Quyang area north of Shijiazhuang on the 26th. On December 1st, they concentrated in the Zijingguan area in the northwest of Yixian County and waited for orders. Deer area camera operations.

(4) Cheng and Huang's troops will be concentrated in the Pinggu area within a few days. After the preparations are completed, after Yang and Li capture a few enemies in the Chai, Huai, Zhang, and Xuan areas, they will immediately surpass the enemies on the Miyun, Huairou, and Shunyi lines. , Advance to Yanqing and Huailai areas, and fight with cameras. The mileage and time from Pinggu to Huailai, Wang Cheng and Huang Chagao. (5) The enemy now has one cavalry brigade in Xinghe, one division and two cavalry brigades in Chai and Huai, one division in Zhangjiakou, the headquarters of the 105th Army and the headquarters of Sun Lanfeng[5] of the Eleventh Corps, and one division in Xuanhua. There is one division in Xiahuayuan, three divisions of the Huailai, Tumu, Shacheng, and Nankou 104th Army divisions and one division of the 16th Army Army, a total of eight infantry divisions and three cavalry brigades. It is estimated that Chai, Huai, Zhang, and Xuan are surrounded. After your ministries advance, two divisions of the 16th Army and three divisions of the 35th Army are likely to be reinforced. Thus, you must be prepared to fight thirteen infantry divisions and three cavalry brigades. The enemy uses trains and automobiles to transport troops very quickly, so you must also pay attention to swiftness in your movements.

(6) As long as you are able to seize and wrestle the above-mentioned infantry, ride sixteen divisions and brigades on the flat line within December, and annihilate part of them, you will be able to beat the enemy so that he cannot move, cannot flee west or east. , that is a great strategic victory. (7) It must be fully estimated that when the situation is unfavorable, the armies directly under the Fu Ministry may flee westward, and then you must annihilate them by blocking the front and chasing them. (8) It must also be estimated that when the situation is unfavorable, the enemies on this line will rush eastward, and then you must use the same means to annihilate them.

(9) Fully mobilize your troops to wipe out Fu's troops. (10) Food is more difficult on this line. I hope that the Beiyue and Recha[6] districts will do everything possible to meet your army's food needs for two months. (11) Before Lin, Luo, and Liu entered the pass, the Pingsui line [7] was directly under the command of the Military Commission; after Lin, Luo, and Liu entered the pass, it was handed over to Lin, Luo, and Liu. (12) If Lin, Luo, and Liu have any opinions on Cheng Huang's actions, report them immediately. Military Commission 2 o'clock on the twenty-seventh
