(November 9, 1948) Chen Deng, Su Chen Zhang, and Tan Wang[2]: Qi Dian [3] learned. (1) The enemy in Xuzhou appears to be in a general retreat. Based on the estimation of the enemy's general retreat, it is correct to deploy quickly to cut off the enemy's retreat route to facilitate encirclement and suppression. (2) Chen and Deng directly commanded the various ministries, including the 1st, 3rd, 4th, and 9th Zongs, should go straight out of Su County and cut off the Subeng Road. County, Yizong should go to Su County immediately after solving the 181st Division. The task of the Huaye 3rd and the 2nd Guangxi Columns is to deal with Qiu Qingquan, but they should be located in the Xiaoxian area and attack from the south to the Huangkou-Xuzhou line in order to link up with our army in Suxian County. If the enemy retreats to the south, concentrate six columns to annihilate them.

(3) Su, Chen, Zhang Yingling, Tan, and Wang gathered seven, ten, and thirteen columns and eleven columns from south to north to attack Li Mi's corps[5] with all their strength, annihilating all or most of the corps with swift means. Department, control and cut off the railway between Xuzhou and the Yunhe [6] station, and the main force of the east transport annihilates the Huang Bingtuan [7]. (4) As long as the above points are done, the enemy's general retreat plan can be destroyed, I will completely annihilate them, and occupy Xuzhou. Now it is not a question of allowing the enemy to retreat to the south of the Huaihe River or south of the Yangtze River, but the first step (i.e. the Huaihai Campaign currently being held) to wipe out the main force of the enemy to the north of the Huaihe River, and the second step (the upcoming Jianghuai Campaign[8] ) to annihilate the remaining enemy forces north of the Yangtze River. (5) The enemy's command system is in great panic and confusion. I hope you will follow the above-mentioned policy, resolutely implement it, and strive for complete victory. At this time, the more determined and bold our army is, the more victorious it will be.
