Chapter 61 The Northeast North China team is preparing to work together to seize the Pingjin area

(October 31, 1948) Lin Luoliu[1], and told Cheng Huang[2], Northeast Bureau, North China Bureau: The deployment of the telegram at 9:30 on the 30th [3] and the telegram at 11:00 on the 30th were all known, and the deployment was very good.Please note the following points: (1) Our Yang Luogeng Corps[4] has all moved from the Pingzhang Line to the Pingshi Line, and there are still one division of the enemy's Third Temporary Army, Temporary Fourth Army, and Temporary Fifth Army on the Pingzhang Line.Our Yang Chengwu Li Jingquan Corps [5] is preparing to capture Guisui [6] (starting around Xu Hui [7]), the enemy on the Zhangping Line may send reinforcements to Guisui with one army, and our Yang and Li Corps only have siege forces , no reinforcements.Our Pingbei and Chabei troops are actively responsible for conducting containment operations against the enemies along the Zhangbei, Zhangjiakou, Xuanhua, and Huailai lines. Advance towards the tail enemy in Suidong, Xinghe, Jining and other places, and seize the enemy.Therefore, it seems inappropriate for the 11th Cavalry Division and the 16th Cavalry Division of Chabei to advance to the vicinity of Peiping, but it is appropriate to take the command of Gui Zhan and Niu[10] to undertake the above tasks.

(2) After the 4th, 11th, Dusi, Duliu, Duqi, Duba and other divisions advance to the vicinity of Beiping, the Jinyu Line and Rehe [11] will be empty. After occupying Shenyang, please separate from the north. A few of the division were selected to go south first to deal with the enemies of Jinxi and Chengde, so as to prevent them from flooding the disabled people. (3) Except for the four verticals and the eleventh verticals that will go south immediately, the main force of the Northeast should rest for about a month after the battle on the Shenying line, and start dispatching in early or mid-December to attack the Pingjin area. In the second half of the third year of the war, that is, from January to June next year, we will cooperate with the North China forces to wipe out the main force of Fu Zuoyi[12], capture Pingjin and Beining, Pingsui[13], Pingcheng, and Pingbao lines, and complete the Northeast and North China battles. Unification, so that in the first quarter of the fourth year of the war, that is, next autumn, it is possible to dispatch the main force to the Yangtze River Basin, and to enable the Political Consultative Conference to be held in Peiping next summer.

(4) Strive to complete the Shenjin Railway and the Chengde Railway in Zhangwuyi County within a month, and organize the main roads in Jehol and Eastern Hebei to facilitate the transportation of troops and quickly transport grain and ammunition, otherwise it will not be possible to supply the army for combat.This deployment is expected to be made expeditiously. (5) The September meeting of the Central Committee[14] stipulated that in about five years, we should build an army of 5 million and annihilate 500 brigades of the enemy's regular army, basically defeating the Kuomintang. Because of the rapid development of the war, it may be completed a year earlier.You should be mentally prepared for this point, so as to speed up organizational preparations, and educate cadres with this spirit.
