Chapter 58 Letter to Liu Shaoqi
(October 26, 1948)
Comrade Shaoqi:
This piece [1] is well revised. On page 29, "we must never take measures to restrict the private capital economy prematurely" and changed it to "we must not take premature measures to restrict the private capital economy that is still beneficial to the national economy and the people's livelihood".Because as far as our overall economic policy is concerned, private capital is restricted, and only private capital that is beneficial to the national economy and people's livelihood is not included in the restriction. And "beneficial to the national economy and the people's livelihood", this is a great restriction, that is, to guide private capital into the track of "the national economy and the people's livelihood".To achieve this, it is necessary to constantly fight against private capital trying to get out of this track. And although these private capitals have already entered this track, they always want to get out, so the struggle for restrictions will be constant.
