Chapter 38 Matters to be reported to the Central Committee by the Bureaus, Sub-bureaus and Front Committees of the Central Committee

(June 25, 1948) All central bureaus, sub-bureaus, and front committees: The following items must be reported to the central government in advance or afterwards, and those that have been approved by the central government and are already being implemented, except for those that have already been reported, must submit additional instructions or resolutions or regulations or orders for review. (1) Tax policy, which is divided into agricultural tax (that is, public grain), industrial tax, and commercial tax. (2) Wage policy, which is divided into public enterprise wages, private enterprise wages (including cooperatives), and rural wages.

(3) Annual financial budget. (4) The ratio of the number of out-of-production personnel to the population in the region. (5) The plan to mobilize new recruits every year. (6) Increase the number and establishment of new regiments, brigades (divisions) and columns. (7) The scope of land reform work, policies and cadre allocation for the whole region every year. (8) Production plans, investment and loan plans for the region, including industry, transportation, mining, shipping, agriculture and commerce. (9) Monetary policy and issuance plan. (10) Foreign policy, handling of diplomatic events, and handling of religious cases of outsiders.

(11) Cultural and educational policies, and cultural and educational undertaking plans for the region. (12) Staffing of our party, other parties and non-party personnel in the formation of the Higher People's Representative Conference and the senior government. (13) Our party's policy of cooperation with democratic parties and non-party personnel. (14) Judicial policies of the whole region, that is, how to treat all kinds of criminals. (15) Plans and educational policies of party schools and military academies. (16) The secretary, deputy secretary and members of the district party committee or provincial party committee.

(17) The allocation of key personnel at the brigade (or division) level and above.
