Chapter 27 Policy and strategy are the life of our party and our army[1]

(March 20, 1948) Whether the front committees of the field armies and the military regions have paid close attention to the implementation of the party's policies and strategies by the troops. If there is such a thing, it must be reviewed from the front committee and the leadership of the military region itself. It is important to know that policies and strategies are the life of our party and our army [2].Do not pay attention to the education of policies and tactics, do not let this education be carried through to the end, make all commanders and fighters fully understand, do not check, let the purely military viewpoint dominate, do not sharply and comprehensively oppose the purely military viewpoint, and move towards this erroneous viewpoint. Concessions, compromises or concealment of these phenomena are not reported to the former committee or the military region, while the former committee or the military region does not report to the central government, or at least reports the results to the superior and the central government. If this is the case, it is wrong. Any deviation from the Party line to some extent must be regarded as an extremely serious phenomenon and should be reviewed immediately.

[2] On the same day that this comment was written, Mao Zedong also pointed out in the bulletin drafted for the Central Committee of the Communist Party of China (see "The Bulletin on the Situation" in the fourth volume of "Selected Works of Mao Zedong"): "Only the party's policies and strategies are fully implemented. Only on the right track can the Chinese revolution have the possibility of victory. Policies and strategies are the life of the party, and leading comrades at all levels must pay full attention and must not be careless."
