Chapter 19 Instructions on Discussing the "Regulations of the Central Committee of the Communist Party of China on the Division and Treatment of Social Classes in Land Reform" (Draft) [1]

Twenty-five chapters, more than 20,000 words.After you receive it, please convene a meeting to discuss it chapter by chapter or divide it into several parts, put forward suggestions for revision of the content and text, and send us a telegram before [3].We will make necessary revisions according to your comments, and then publish [4].

The purpose of this document is to correct the widespread non-Marxist thinking in the party on the issue of observation and class division and to make up for the lack of specific and clear policies for people of all classes in the land reform.We believe that without such a complete document, it is difficult for our staff to make no or fewer mistakes if we only have the outline of the Land Law and some other party directives.We must completely eliminate imperialism, feudalism, and bureaucratic capitalism, and in this great struggle, we must not disrupt our own fronts, increase the strength of the enemy, and isolate ourselves because of the wrong class composition and the adoption of wrong policies.Don't forget that during the period from 1927 to 1935, and especially from 1931 to 1935, our party was once isolated and in an extremely dangerous position because of its policies on the left. The main dangerous tendency in the party during the breakup of the Kuomintang was and still may be "Left" adventurism.If we do not take this seriously now, we shall be making a political mistake.

The meeting where you discuss this draft document should include some responsible comrades from the government, the military region, and popular organizations. Make your discussion on this draft document a discussion with the participation of a majority of responsible comrades at the Central Bureau level. Everyone has the responsibility to make this document To become a document that is as accurate and feasible as possible, and after it is published by the central government, it can be implemented in a consistent manner rather than unevenly.For the convenience of discussion, the number of people in the meeting should not be too large. About ten to fifteen comrades in charge should be present at the meeting.
