Chapter 113 Suggestions on Convening the Fourth Plenary Session of the Seventh Central Committee

(January 7, 1954) Comrade Shaoqi, and comrades in the Secretariat: Letter and draft resolution [1] received. The draft resolution has been revised to make it more grounded and clear.Several comrades here[2] participated in the revision, and Comrade Lin Biao[3] also agreed. It seems appropriate to convene a plenary meeting of the Central Committee to pass this resolution as a sign of caution. Most of the Central Committee are in Beijing, and a small number are not in Beijing. It is very easy to convene, and some comrades with important work responsibilities participate in the meeting. Please consider whether this proposal is feasible. If a plenary meeting is held, the appropriate time is in late January [4].There may be three agendas: (1) to approve the work of the Political Bureau of the Central Committee since the Third Plenary Session; (2) to decide to convene the party's national representative conference within this year to discuss the outline of the first five-year plan; (3) to pass the policy on strengthening the unity of the party resolution. Please ask Comrade Liu Shaoqi to do the report, and write it in advance. Four to five thousand words are enough. The report can be divided into three sections: the first section briefly describes matters such as the War to Resist U.S. Aggression and Aid Korea, land reform, anti-rebellion, economic recovery, the general line during the transition period, and the achievements of the first year of the first five-year plan; In the outline of a five-year plan, it is necessary to hold a national congress of the party within this year, and it is stated that the representatives have been elected, and the meeting can be held only after the document is ready; the third paragraph, the resolution on strengthening the unity of the party The main points of the draft are described, and the plenary session is requested to discuss and approve this resolution. This report can be written in three to five days. If time permits, please send it to me by cable. If the meeting is scheduled for January 25, then there will be plenty of time.

I asked Comrade Shangkun[5] to report it face-to-face. Mao Zedong January 7, 1954 The plenary session should issue a simple communiqué. It is enough to announce the three items of the agenda, and the others do not need to be announced. And again. Regarding the third agenda, we should try our best to only give positive explanations and not criticize any comrades.
