The central level, the regional level, the provincial and municipal level, the special district level and the county level, a total of five levels of responsible cadres above the section chief should all Read it well. The statistical reports issued by the Party, government, and civilian agencies at and above the county level have flooded the countryside and reached a level that is completely intolerable. For this reason, the Central Committee instructs the ministries and commissions of the Central Committee, the party groups of the Central People's Government (mainly responsible for the National Bureau of Statistics), and the central bureaus, sub-bureaus, and provincial and municipal committees to imitate the method of the North China Bureau to designate special personnel to deal with the issue of statistical reports immediately after receiving this instruction. After investigation and analysis, respectively announced the discontinuation, retention and improvement, and stipulated feasible methods for simplifying and controlling reports, and resolutely stopped the serious phenomenon of excessive statistical reports. To deal with one issue of spamming statistical reports, it should be dealt with in connection with the other four issues in the "five more" issues. At the same time, we should also pay attention to the problem of spamming statistical reports in cities.

This instruction and its attachments shall be published in the party journal. central July 22, 1953 Published according to Mao Zedong's manuscript. -------------------------------------------------- ------------------------------ note [1] Refers to Yang Shijie's report to the North China Bureau on May 23, 1953 on the inspection of rural statistical reports.According to the report, the current situation of numerous and complicated financial statements in rural areas has indeed reached an intolerable level. The main manifestations are: (1) There are many forms and the weight is too heavy. (2) The content is complex, without focus, comprehensive, full of surprises, but of little use. (3) The requirements are too high, divorced from reality, and the time limit is too urgent to fill in the report. (4) Random hair on the top, random filling on the bottom, fabrications, estimates, very untrue. There are too many forms in rural areas, which is a direct product of bureaucracy and decentralization, and is one of the important items of the "five excesses" in rural areas. Therefore, rectifying this chaotic situation should be regarded as an important content of the "new three evils" (against bureaucracy, commandism, and violation of law and discipline), and should be carried out simultaneously with opposing the "five excesses" in rural areas. In addition to the necessary census items, the method of conducting survey meetings supplemented by typical spot checks is generally adopted. It is necessary to establish a correct statistical report system, and strictly control it, so as to simplify it.
