Chapter 101 Correctly treat individual peasants[1]

(March 24, 1953) After solving many problems related to agricultural mutual aid and cooperation, the Party Central Committee believes that it is necessary to repeatedly call the attention of Party committees at all levels and all comrades engaged in rural work and non-Party activists, to take care of and help with full enthusiasm and without barriers And patiently educate the independent peasants, we must admit that their independent work is legal (as stipulated by the "Common Program" and "Agrarian Reform Law"), do not ridicule them, do not scold them for being backward, let alone use threats and restrictions to attack them.Agricultural loans must be reasonably extended to both mutual aid and cooperative organizations and individual farmers, and should not only be given to mutual aid and cooperative organizations, but not to or less than to individual farmers.In a rural area, even if the vast majority of farmers have joined mutual-aid groups or cooperatives, and there are only a small number of independent farmers, an attitude of respect and solidarity with this minority should be adopted.
