Chapter 26 Party committees at all levels above the province must regularly discuss financial and economic work[1]

(May 20, 1950) Comrade Rao Shushi also told Zihui, Xiaoping, Dehuai, Gao Gang[2]: 1. The oral opinions you brought back from Tuolio Luyan [3] have been received, and they are all correct. It said that the policies and plans of the Central Committee and the Central Finance Commission are correct, but there are many specific tasks and work arrangements assigned by the central business agencies to the localities that are too heavy and unworkable.3. In the future, if there is a task plan stipulated by the central business organization that is difficult to carry out at the local level, the comrades in charge of the districts are requested to report it by telegram as soon as they find it so that they can make corrections.4. The comrades in charge of the central bureaus must personally pay close attention to financial, financial, and economic work. The meetings of the central bureaus must often discuss financial work, and must not relax slightly because they think that it is only the work of the financial and economic agencies. The same is true for district party committees. The Political Bureau of the Central Committee now discusses financial work in almost every meeting.5. Please forward this telegram to the sub-bureaus, major municipal party committees, provincial party committees, and district party committees.
