Chapter 24 Opinions on spring plowing, land reform and cadre training

(April 28, 1950) Comrades Soseki, Zihui, Xiaoping and Dehuai[1]: Please reply to the following points: (1) What is the current situation of spring plowing, whether the party committees of the provinces and districts they belong to have focused their attention on the organization and leadership of spring plowing production, and whether the problems of farmers lacking seeds, fertilizers and food can be solved. Whether there is hope for a good harvest or not is a very important matter, so please pay attention. (2) The East China Bureau and the Central South Bureau are each in charge of drafting a draft land law. Are they already in the process? We hope that you can complete the draft by May 10 and send it to the Central Committee before May 15. Whether it can be done.In addition to a general land law, is there a need to issue a directive on land reform, stipulating many specific measures in land reform, and are you preparing to draft this directive?Furthermore, it is better for this instruction to be issued by the military and political committees of each district, or it is better for the government affairs council to issue it uniformly.In short, regardless of the land law or land reform instructions, I hope you can send them to the central government before May 15, so that the central government and the Government Council can make a decision in the second half of May and announce it on June 1.Furthermore, the East China Bureau has prepared 72,000 cadres for the purpose of land reform, and they are going to conduct intensive training and study of land reform within a few months after the land law is promulgated. (3) The training of cadres has become an extremely urgent task. The people of all walks of life are quite generally dissatisfied with the bad style of coercion and commandism of many of our cadres, especially in grain collection, tax collection and public debt collection.
