Chapter 10 There are difficulties, there are ways, there is hope [1]

(December 2, 1949) The national budget is a major issue that reflects the policy of the entire country because it defines the scope and direction of government activities.For example, the issue of feeding all the old military and old Catholic personnel in the draft budget estimate is a policy issue.The people's government should take a responsible attitude on this issue. Only in this way is it beneficial to the people. Our situation can be summed up as follows: there are difficulties, there are ways, and there is hope.Our financial situation is difficult. We must explain our difficulties to the people and not hide them.But we must also explain to the people that we do have the means to overcome difficulties.Since we have the means to overcome difficulties, our career has hope and our future is bright.Our situation will get better every year, and it is estimated that next year will be better than this year.Within three to five years, our economic undertakings can be fully restored; within ten to eight years, our economy can achieve tremendous development.
