Chapter 71 The Ministry of National Defense of the People's Republic of China issued three notices to Taiwan compatriots[1]

(November 1958) Fellow soldiers and civilians in Taiwan, Penghu, Kinmen, and Matsu: In view of the good response from the general officers and soldiers of the KMT army in the Kinmen Islands, the Ministry's regulations on the two-day cessation of bombardment of the Kinmen Airport, the wharf, the beach and ships in Liuluo Bay, the four military targets, are now announced to be extended to military targets in all other areas. There is no shooting on both days, and all shooting is done on a single day.Some targets, such as the airport, the pier in Liuluowan, beaches and ships, may not be fired in a single day, but it is advisable for your aircraft and ships not to come to avoid possible losses.The prohibition of American escort is still as stipulated in previous proclamations.Premier Zhou Enlai proposed to you two years ago to hold peace talks, reasonably resolve the historical disputes between the Kuomintang and the Communist Party, and peacefully liberate the Taiwan region, but you have not received a positive response.The Americans put all their efforts into clamping down on the Taiwan authorities, forbidding them to hold peace talks with us, and wholeheartedly wanting to interfere in China's internal affairs.Americans are very afraid of peace. They are very afraid that the Kuomintang and the Communist Party will get closer again and negotiate a peaceful situation, which will hinder their conspiracy plan to isolate and host Taiwan.We must break this plan.We hope that one day the Taiwan authorities will shake off the gripping hands of the Americans and send representatives to hold peace talks.Our peace talks are real peace talks. If the talks are completed, the civil war can be declared over. Wouldn’t it be a good thing for all Chinese to unite and deal with external threats? The so-called unity and mutual trust between the Americans and the Kuomintang are just as good. It's just talking, but in the final analysis it's unreliable.Even if you declare it a thousand times, you don't even believe it yourself.My fellow citizens, we are all Chinese.We believe that when the Americans want to put the Kuomintang to death, the Kuomintang will come to its senses and the peace talks may succeed. It is unfounded to be pessimistic about this matter.I hope you better not listen to all the pessimistic remarks spread by the pro-American faction.
