Chapter 54 Letter to Zhang Pinghua[1]

(May 14, 1961) Comrade Zhang Pinghua: This letter of yours [2] can be sent to the party committees of all cities, counties, and communes in Hunan Province for study and follow suit.We must resolutely follow the mass line, discuss all issues with the masses, and then jointly decide and implement them as policies.Party committees at all levels are not allowed to fail to conduct investigation and research work.It is absolutely prohibited that a small number of members of the party committee do not conduct investigations, do not discuss with the masses, lock themselves in the house, and implement the so-called subjectivist policies that kill people.
