Chapter 33 Resolutely stop the "communist style" and other violations of law and discipline

(March 23, 1960) Party committees of all provinces, municipalities, and autonomous regions, all ministries and commissions at the central level, and all party groups: Please read this document [1] and forward it to the county-level party committee.The problems found in Shandong must be found in all provinces, cities, and autonomous regions, but they are more or less the same.The problem is serious and cannot be dealt with.In some counties and communes, the Zhengzhou Resolution[2] of March last year was forgotten, and the stipulations on the eighteen issues of the Shanghai Conference last April[3] were also forgotten. up.Some commune workers are very arrogant, have no disciplinary views, and dare not to approve from their superiors.In addition, there are three winds: corruption, waste, and bureaucracy, which explode again and endanger the people.What is the law of value, equivalent exchange, they ignore it.All of the above are done at the commune level.How big is the scope, not too big, not too small.Whether or not one tenth of the communes are making such nonsense needs to be found out.The central government believes that most communes are prudent, fair, and disciplined, and only a small number of them are messing around.Not all the staff of this small commune are fooling around, only some of them are fooling around.For these people, they should be dealt with appropriately according to the situation.Education is the priority, and punishment is the supplement.For those who are the most nonsense, we will resolutely remove them and replace them with new ones.For the handling of the level adjustment, the accounts must be settled, and all refunds are not allowed.The big corrupt criminals must be brought to justice.Why did some county committees fail to pay attention to these problems? They have seriously lost their duties, and they must pay attention to corrections in the future.For a small number of county committees that really can't do it, they should be resolutely removed and replaced with new ones.Comrades, please understand that this is a long-standing problem and an objective existence.The emergence of these bad things is inevitable and unavoidable. They are remnants of the bad habits of the old society, and can only be overcome through long-term education work.Therefore, rectification is required every year, and six-level cadre meetings are held twice a year.The situation in the whole country is very good, and good people and good deeds must account for more than nine tenths.These good people and good deeds should be commended.For those comrades who have committed minor mistakes and are willing to correct themselves, we should use educational methods to help them correct their mistakes and continue to do their jobs.Those we advocate resolutely removing or bringing to justice refer to those people who made serious mistakes and caused great public outrage.People who are really incapable of working and unable to continue must also be resolutely replaced.

If the county commune transfers the labor and assets of the production team, or the commune team transfers the personal property of the members, it must be cleaned up, returned in full, or compensated at a discounted price.
