Chapter 21 Food problem[1]

(July 5, 1959) These two [2] are issued to all comrades.Comrade Chen Guodong's report is an important document.Mayors of all districts are invited to host the discussion, discuss it carefully, and discuss it two to three times.I basically agree with the views stated in this document. But I feel: (1) Assuming that this year's annual ratio is indeed better than last year's, we will requisition 110 billion catties and strive to achieve it. This is the first step in changing from passive to active. If this year's annual harvest is indeed better than last year after the autumn harvest, why can't we obtain such a figure? (2) The sales plan for the next year, I feel not only that 102 billion catties is too much, but This document has been adjusted upwards to 85.5 billion catties, which seems to be a little too much. Can it be adjusted to 80,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000? .Reserve more, eat less, ration by person, food goes to the household, meals in the cafeteria, surplus to oneself, eat more when you are busy, eat less when you are free, have rare dry food, eat a mix of grain and vegetables, you can still eat well, can you do this What to do? (3) It is the best policy to produce more grain.Fields and corners, sporadic land, whoever grows it, reaps it, neither requisition nor purchase, mainly for feed, and part for human use.Restoration of private vegetable gardens must be allocated to private plots. All of these can be charged more.Since you have received too much, you can eat more (mainly pigs, some people, such as vegetables). (4) Arrange your life carefully and carefully. Is it possible to live according to the actual production in 1957? Didn't life in 1957 be pretty good? By doing so, the peasants' grain reserves can be increased considerably. There is food in hand, no panic in the heart, down-to-earth, and beaming. (5) Given that this year's autumn harvest is known to be an increase in grain production compared to last year, we must set aside feed for livestock and pigs, which must be more than in the past. Can it be half of human grain? One catty of human grain and half of feed catty. The situation is different in different places, so there must be more or less, but we must make up our minds to pay attention to this problem.Except for disaster areas, feed must be more than in the past.Increasing feed is extremely beneficial.Cattle are the driving force. Some of the animals are carnivorous and dairy (old cows, vegetable cows, dairy cows).Dung can be fertilized.Skin, hair, bone, and horns are of great use.Eat more meat, eat less food, animal protein is better than vegetable protein, and people's physique will be more developed and healthier.Pigs are meat and have manure.Within three, five, or seven years, strive to achieve one pig per mu of land.A pig is a small organic fertilizer factory. The main source of fertilizer is pigs, one pig per mu of land. The above points are only for the reference of comrades in this discussion, please do not pass them down.If it is wrong, prepare to modify it.

Mao Zedong July 5 at 6:00 am Printed from manuscript. -------------------------------------------------- ------------------------------ note [1] This is Mao Zedong's "About 1959-1960 Grain Years" issued on July 4, 1959 by Chen Guodong, Vice Minister of the Ministry of Grain, during the enlarged meeting of the Lushan Political Bureau in July 1959. Comments written on the Report on the Adjustment Opinions on Distribution and Grain Revenue and Expenditure Plans. [2] Refers to the report of Chen Guodong and the letter of Li Xiannian, Secretary of the Secretariat of the Central Committee of the Communist Party of China and Vice Premier of the State Council, to Mao Zedong on July 5, 1959 to submit this report.Chen Guodong’s report suggested that the method of rationing grain by person should continue to be implemented in cities, and the method of fixed production, purchase, and sales of grain should continue to be implemented in rural areas. Necessary and possible adjustments are made in light of changes in consumption. The state purchases only an additional 40 percent of the grain that is increased each year on the basis of the fixed production, and the farmers get 60 percent. If production is reduced, the requisition figures will be reduced accordingly.According to the report, the original grain purchase target of 115.5 billion catties can still be achieved as long as the work is done well. The original grain sales target of 97.5 billion catties is a bit too high and can be adjusted to 85.5 billion catties.Only in this way can the replenishment of national stocks be guaranteed and the passive situation of grain work can be reversed.
