Liberty, as the original meaning of the name may suggest, does not mean freedom from all restraints, but the best application of all just restraints to all members of a free society, whether they be great or poor. Moral principles are not conclusions drawn by our reason. If there is no common desire to create institutions that serve the common good and are essential to its development, how can these institutions be brought about?

I have adopted two principles in this book.It has no footnotes. Arguments that are insignificant to the main conclusions, but that professionals would be interested in and even considered important, I put in small font to remind the general reader that he can ignore these arguments and not miss the main conclusions points on which they are based; or group them together in a Supplement. Therefore, the works cited or mentioned in the book usually only list the author's name and (in the case of ambiguity in the text) the publication date in parentheses, and indicate the page number after the colon if necessary, so that readers can find the author after the book bibliography.If a new edition of a work is used, the new edition date is indicated in the form "1786/1973", where the previous date is the date of first publication. It would not be sufficient for a man to list all the writings on which he relied for his personal knowledge and opinions, let alone compile a catalog of what he knew and which he could claim to be entitled to. All the books that must be studied to venture into the vast field discussed in this book are included.I don't want to list all the help I've had over the years working on basically the same goal.However, I wish to express my deep gratitude to Miss Charlotte Cubitt, who has been my assistant during the writing of this book, without whose dedicated help this book would not have been possible.I am also indebted to Professor W.
