Chapter 51 The first issue of "Reform" (September 15, 1920)

Two volumes will be released every month, called "Liberation and Transformation".It has been more than a year, and now it should be continuously expanded, and it is easy to use the name of the province, so it is called "reform", and its spirit is still the same as the previous ambition. The colleagues are deeply self-motivated and want to improve this journal so that it can always correspond to the progress of society, so the style and organization are slightly different from the previous ones.Each volume is divided into three departments:

(1) Discuss the views of the same person, and publish them here.Its properties are compounded into two: (A) Advocating certainty about a problem, elucidating it and propagating it. (B) If you are not confident in studying a question, ask questions and discuss it openly with the people of the country. (2) The translation specialist introduces the world trend of thought.Its style: either translate each short story into the original text, or extract a summary of a famous work, or simply translate it, or add words and explanations. (3) To record the occurrence of important problems at home and abroad, to pursue the root cause, and to make a systematic record for the reference of those who pay attention to the current situation.

In addition, there are two appendices: (1) Literature and art is mainly about translating famous works in the world. The translations are based on representative masterpieces of various schools and schools, and the position of the authors and their works in the literary world is briefly introduced at any time, so that readers can understand the system.His country's ancient and modern literature is also criticized from time to time. (2) Yu Zai's essays and essays, and readers' input.Among its contributions, those who discuss a certain issue with a long article, if colleagues think it is valuable, they will be included in the article.

It is not necessary for each of the above subjects to be prepared in every volume, and there is no need to distinguish the titles one by one in the volume, but the outline of its organization is always the same. Those who have read "Liberation and Transformation" should know the fundamental spirit of this journal.At the beginning of the refresh and reissue, a simpler declaration: 1. What this magazine advocates is that the cultural movement and the political movement go hand in hand. 2. The thesis of this journal is aimed at the practical and orderly aspects, and strives to make progress.What this journal advocates should be published next time, and there is nothing to discuss here.However, if the main points of the number are confirmed by my colleagues, I would like to reveal them to the people of all countries:

(1) The same people are convinced that the old-style representative politics is not suitable for China, so they advocate that the people must obtain the final right of self-determination in law. (2) The colleagues are convinced that the organization of the state is entirely based on the locality, so they advocate that the authority of the central government should be reduced to the point necessary to maintain unity with the outside world. (3) The colleagues firmly believe that local autonomy should be voluntary, so they advocate that all provinces, even counties, and cities should voluntarily formulate fundamental laws and abide by them, and the state must recognize them.

(4) Tongren firmly believes that the union of the people should be progressed by both the local and the professional, so it is urgent to advocate the improvement and establishment of various professional organizations. (5) The colleagues are convinced that inequality in social livelihood is actually the cause of strife and weakness, so they advocate that land and industrial and commercial opportunities should be distributed equally. (6) The colleagues are convinced that the production industry is underdeveloped, and the country cannot survive on its own. Therefore, it is advocated that the 014 Liang Qichao Anthology pays attention to distribution while still striving to increase productivity without shrinking it.

(7) The colleagues firmly believe that passive self-defense in the military is a national characteristic of our country and adapts to the new trends in the world. Therefore, it is advocated that there is no need to establish a national army, but the military-civilian unity system is adopted to strengthen itself. (8) The colleagues are convinced that China will be self-sufficient with a little financial consolidation, so it is advocated that the renewal of foreign debts should be absolutely rejected no matter what the conditions are. (9) Tongren firmly believes that the popularization of education is the foundation of all people's governance, and its implementation depends on self-government agencies, so he advocates that compulsory education should be regulated by local fundamental laws.

(10) Tongren firmly believes that the sacredness of labor is an indelible axiom in the world, so he advocates replacing the conscription system with the conscription system. (11) Tongren firmly believes that the unity of thought is a sign of the cessation of civilization, so for the powerful theories of the world, whether they are convinced by Tongren or not, they all adopt the doctrine of unlimited importation, and it is up to the people of the country to choose. (12) The colleagues are convinced that superficial and general cultural imports are an obstacle to the progress of the people, so they should conduct faithful and profound research on the theories they focus on, so as to strengthen themselves and the people of the country.

(13) The colleagues firmly believe that Chinese civilization is an extremely precious part of the heritage of all mankind. Therefore, Chinese people have the responsibility to rectify and carry forward the ancestors, and have the responsibility to contribute to the world. (14) The colleagues firmly believe that the country is not the highest group of human beings, so no matter what country people are, they should consciously take responsibility as a member of all mankind; therefore, they do not agree with the old patriotism that is narrow and biased. The above sections are the common creeds of colleagues, although they may not be prepared, they are big and solid.Colleagues will be enshrined for life, and this publication will publish what they see to benefit the people of the country.There are many other unresolved issues, that is, in these creeds, how to make ideals appear in reality, but many people are not confident, so they want to use this publication as an institution for public research.
