Due to Pan Yue's outstanding talent, in 1993 he was transferred to be the director of the China Youth Research Center, and began investigation and research work on the state of mind of young people. In May 1993, Pan Yue hosted a seminar on "University Student Allocation and Social Employment".He put forward many opinions on the existing disadvantages and countermeasures, which attracted great attention from the media and received strong responses. In July 1993, hosted a large-scale seminar on "Rural Surplus Labor and Migrant Workers".This is the first time that China has made a systematic analysis on this issue, and put forward a series of countermeasures adapted to China's national conditions, and its results are still cited by relevant departments.

In August 1993, hosted a large-scale seminar on "National Defense Education and Youth Participation".For the first time, military strategy experts conducted in-depth research on how to correctly understand national defense and enhance national defense awareness with leaders of relevant local departments, scholars, and young people. This event sent out 5,000 questionnaires, which became a major event in national defense education at that time. In September 1994, hosted the "Youth Quality towards the 21st Century" seminar. Many officials and scholars participated in the event, which had a great influence.

Pan Yue's observation and thinking about China are not limited to holding various seminars. In order to truly understand the pulse of China's thoughts and understand the true views of Chinese youth on China and the world, in July 1993, Pan Yue presided over and planned China's first most authoritative and largest political questionnaire survey that was widely followed by the international community. This investigation lasted for one year and formed the "1994 Research Report on Chinese Youth's Political Mentality and Social Development Trend". The results of this survey were confirmed by the powerful public opinion signals reflected in the two popular political bestsellers "Looking at China with a Third Eye" and "China Can Say No". There was an uproar, the former represented the mainstream thinking of China's elite youth, while the latter represented the basic sentiment of China's bottom youth.

In addition, in November 1994, Pan Yue presided over the large-scale interview and research activity of "Young Journalists in the Capital City Hope Tour".100 reporters from more than 30 news organizations in Beijing traveled more than 8,000 kilometers to poor provinces and regions in China, and conducted comprehensive and detailed interviews and investigations on the situation of children out of school and the implementation of the "Hope Project" relief funds. The huge repercussions aroused greatly promoted the healthy operation of the "Hope Project". It was through the above-mentioned activities that Pan Yue reversed the difficult situation of the Youth Research Center at an extremely fast speed, making it a well-known academic institution in the country and one of the advanced units of the Youth League Central Committee.
