When he was about to set off to the front line, the backyard of the former Qin Dynasty caught fire, and his uncle Bu Sui raised troops in Longxi to openly rebel. After Fu Jian heard the news, he said contemptuously "jumping a clown can't achieve great things", and asked Qi Fu Guoren to lead troops to pacify Buchen.

After Qi Fu Guoren received the order, he quietly left the Southern Expedition team. When Bu Chu heard that he was coming to "crusade" him, he was very happy and greeted him by the side of the road early.Guoren and Budai held a banquet for the chiefs of various tribes in Longxi, denouncing Fu Jian and expressing their break with him. From then on, they recruited troops and pulled up a team of more than 100,000 people. After Fu Jian was killed by Yao Chang of the Later Qin Dynasty, Guoren said to his subordinates: "Although I have little virtue, I can do a vigorous career with the foundation of several generations." So it was established in the tenth year of Taiyuan (385 AD). The Western Qin Dynasty claimed to be the Governor of the Great Ministry, the Great General, and the Great Chanyu. It established Yuan Jianyi and built the city of warriors as the capital of the country.

In the second year, Nan'an Haoqiang Jixuan led more than 50,000 Qiang and Hu troops to surround the city of warriors from all directions.Seeing this, Qi Fu Guoren said calmly: "Since they are here, we can't sit still and kill them. We should kill their prestige." So he led more than 5,000 people to defeat Mixuan by surprise.Soon, Mixuan led more than 30,000 households to surrender and beg for Guoren. In the same year, Qifu Guoren attacked the three tribes of Xianbei Lord Migui, Yugou and Tilun in Liuquan, forcing these three tribes to surrender one after another. In the fourth year of Jianyi in the Western Qin Dynasty (388 A.D.), Qi Fu Guoren died of illness. He was given the posthumous title of "King Xuanlie" and the temple name of "Liezu".
