Chapter 2 The Xinhai Year of the Three Beijingers

Republic of China 杨早 14692Words 2018-03-16
Xuantong three years Xinhai, the fourth day of the first lunar month. Yun Yuding, a scholar of the Imperial Academy, was sitting in the carriage, looking out the window at the long queue at the north entrance of Xiangchang. The carriage didn't move at all, and there were bursts of laughter, yelling, and yelling into the carriage, and he couldn't help being very indignant, lamenting, "What's more, the young men in the capital are lazy, and even the tall carriages and four horses are among them. How can this be so?" Is there still a human heart?"But think about it: what does this scene have to do with me?Gu Zi was furious in the car and rolled his eyes. With such a state of mind, can he stay in this imperial capital full of rich and powerful?

The congestion on New Year's Day has its reasons. There has been a lot of snow this winter. From October last year to the present, there have been six heavy snowfalls. From New Year's Eve to New Year's Eve, it snowed all night until four o'clock in the afternoon on the first day of the new year. The snow was more than a foot thick. In Yun Yuding's memory, there has not been such a heavy snowfall in more than 20 years. The snow was so heavy that there were almost no pedestrians on the road, and there was not a single New Year's greeting car driving to the door all day in the first day of the new year.Yun Yuding himself did not go out.As soon as the snow stopped, there were scavengers shoveling the snow in sections, which made Yun Yuding very satisfied. He commented in his diary that "in the new policy, only the road policy is the most beneficial."

It was clear on the second day of the lunar new year, but in the afternoon there was a sudden gust of wind, and the high houses were covered with snow.Master Yun went out to celebrate the New Year, and found that although the snow and wind kept coming, "the road is evenly paved and the cars are driving very fast", if it was twenty years ago, when the snow was just coming, one layer of melting snow and one layer of freezing snow, the ruts were deep enough to submerge axle, then we have to look at the road and sigh.Yun Yuding once again thought of the benefits of road administration.

Yun Yuding served as the general manager of the Institute of Constitutional Government in 1907, and of course he was not the kind of fanatic who blindly opposed the New Deal.He has been subscribing to "Guofeng Bao" written by Liang Qichao, and is also reading Liang Qichao's "Ice Drinking Room Collection".Liang Rengong's collection of essays covers everything, from the Tibet issue, the Russian nihilism, to "Kantian Cases", everything that one expects to find. But Yun Yuding's favorite is Liang Rengong's article on the changes of the school in this dynasty, thinking that "the school should be judged by this in the 260 years".Regarding the tumultuous constitutional government, this old man who once participated in Qu Hongxuan and Cen Chunxuan obviously reserved his own views.

Just as Yun Yuding was expressing emotion while sitting in the crowded carriage, the figure of a young man was swaying among the passers-by by the road.He just arrived in Beijing from Shaanxi last night, and he is going to study in Tsinghua University. Today, he and his companions come to appreciate the New Year in Kyoto. In the excited eyes of Wu Mi, a young man from other provinces, those who play tricks and sell toys are fine. This scene of tourists like crucian carp, men and women intermingling, and abnormal congestion is the prosperity of the capital they have long admired. The forty-nine-year-old Yun Yuding was elected in the eighth year of Guangxu. In the same year, he was very famous in the Fujian Township List. There were several famous people, such as Chen Yan, Chen Shiyi, Lin Shu and Lin Qinnan (Yun Yuding loved reading his translated novels very much. ), there is another one, three years older than Yun Yuding, who is currently a celebrity in the capital, Zheng Xiaoxu, the former Guangxi border defense supervisor.

Compared with Yun Yuding, Zheng Xiaoxu is much closer to the political core.He made several trips between Fengtian and Beijing and Tianjin last year for the Jin-Ai Railway, and he just had a few days to spare next year.On the morning of the first day of junior high school, I was lying in bed, chatting with my wife, "very happy". From the first day of the Lunar New Year to the Lantern Festival, Zheng Xiaoxu's activities were nothing more than attending banquets and writing calligraphy. He is the leader of the Fujian faction. He is famous for his poems and characters, and many people ask for them. However, in the past two years, his energy has been mainly focused on the New Deal, and he has become very close to Sheng Xuanhuai, the popular minister of the Ministry of Posts and Communications, and Duanfang, the former Governor of Liangjiang who is about to be reinstated. Before the banquet, of course, political affairs will not be completely ignored. Some people are discussing the preparations for constitutional government. It is time for the capital to organize a political party.

On the fourth day of the lunar new year, I went to a dinner party again. I just started the banquet in the afternoon and waited while eating. When it was almost 3:30, there was still a host and guest, Yan Fu, who hadn't arrived. Finally, I simply sent someone to inform me that I won't be coming.Everyone shook their heads, helpless at the tiredness of this Fujian fellow. After the dinner, Zheng Xiaoxu went to visit Duanfang—Duanfang was expected to be appointed after the handsome Duanwu year, and he always wanted to bring Zheng Xiaoxu to take up the post. But he was not there, and the family members replied, "I went up the mountain."Going to Mount Miaofeng to offer incense during the New Year is popular among the rich and powerful in Manchuria, but Hanchen basically has no interest in it.

This is how the new year of Xinhai began. These three Beijingers with different identities are each groping forward in their own lives. Wu Mi was just seventeen years old and came to Beijing for the first time. Although he often discussed current affairs with his classmates, his mood was not like Xiao Shu, who was like Yun Yuding, who was ups and downs in the official world, nor was he like Zheng Xiaoxu, who was complacent when he was about to be useful. Instead, he was full of excitement and novelty. Hiding apprehension and confusion. The "Tsinghua School" he was sent to Beijing by the Shaanxi Provincial Council this time, was actually officially renamed at the end of November in the second year of Xuantong. It used to be called "Youmei Education Center". It has been established for more than a year, and it is almost purely responsible for the examination and dispatch of students studying in the United States. It only takes one to three months for students to go abroad. People like Mei Yiqi, Hu Shi, Zhu Kezhen, Zhao Yuanren, etc. Nominally, after going through the water in Tsinghua Garden, it was still as vigorous as a belly burst.

After changing the name, it is different. According to the "Tsinghua School Regulations", the four-four system is adopted, that is, four years for secondary courses and four years for advanced courses. In addition, students must complete 212 credits and have an average score of 80 points or more before they can study in the United States.People like Wu Mi, even though they were sent by the Shaanxi Provincial Council, were recommended, they still had to pass the written test, physical examination, and a screening test after four months of admission. No wonder Wu Mi, like the other students, is worried about Liu Liu and her future is uncertain.

He originally thought that he had already received secondary education in his hometown of Sanyuan. Unexpectedly, he came to Beijing and read the notice from the Academic Affairs Office of Youmei. He had to enter secondary subjects first. He was a bit unwilling to study here for four years before entering advanced subjects. However, eight years later, "being able to rely on a trip to the New World" is still a rare opportunity.I also thought that if the homework in the school is corrupt and the teachers are neglected, it will still be too late to try to drop out of school... The problem is that if you can't pass the exam, you can't even say it. Why do you think so much!

Wu Mi decided to relax first and read "Nat's English Grammar" every day - he is from the mainland, and compared with the students in the coastal areas, his English is a weak point. Dashilan watched "Shengping Movies", and Shaanxi also had them, called "Movement Movies".The difference is that Jingshi's films have colors.Wu Mi guessed that it was coloring on the film, or some kind of medicinal powder was added to the limelight for projection. It is worth mentioning that on the eleventh day of the first lunar month, he bought a hair clipper in Quanyechang, and cut off the braids after returning to his apartment. After washing my hair with water, I felt "abnormally brisk", so I simply went out and bought a foreign-style soft hat, and took a selfie in the mirror, looking very much like a foreign student. So he sighed and said: "Although the schools in the capital are not allowing students to cut their hair, those who have already cut it will not be bothered, and there will be no hindrance to those who have cut it." Wu, who had cut his hair, went to Paradise with his friends the next day to watch the long-known new play by Wang Zhongsheng.Wang Zhongsheng! He has been famous for a long time, he is the king of new dramas from the south, and he is rumored to be a revolutionary! But this does not prevent everyone from admiring his new drama.Today's "Yuan Wai Yuan" premiered at the Daguan New Stage in Tianjin the winter before last. According to the "Ta Kung Pao" report, Wang Zhongsheng was dressed in a suit and a woman, and with the accompaniment of the dulcimer, he said, "All the guests applauded and applauded." Like thunder." Then, the stage suddenly turned, and the outer court became an inner room, making everyone in the audience stunned.Commentators called it "the never-before-seen spectacle in the real pear garden". It was the first time for Wu Mi to watch this new drama that "uses only words, with gongs and drums and other music". The play has been repeated several times, "Every time I go to a vivid place, the audience observes and intuitions in the scene, and if there is such a person who has witnessed such a thing", he is completely immersed in the play. On the fifth and sixth day of the second lunar month, Wu Mi finally took part in the postponed entrance examination. The Chinese, history, and geography on the first day were relatively easy, and the questions were only asked about the home country, and the foreign history and foreign geography prepared in advance were not used.On the second day, English, mathematics, and English dictation were a bit difficult.Wu Mi knew that her English was not good enough, but she didn't expect that she had a tussle in mathematics today and failed to finish two big questions.Although I sighed, I felt that the possibility of being recommended here by the provincial government is unlikely to fail, but it may be included in the low-level class. I see a lot of exams, and the physical examination five days later is really new.The inspectors were three foreigners, with only a small shirt left on their upper body, which had to be left open.First check the body temperature and pulse, then check the eyes, ears, nose, throat, trachea, and teeth, then use instruments to measure the length of the brain, front, back, left, and right, and chest circumference, and use a stethoscope to listen to the flow of blood vessels in the upper body. of lymph glands.complete. After spending another week, looking at the rankings, the six people from Shaanxi all won.On February 19th of the lunar calendar, he officially moved into Tsinghua University. This is the place where Wu Mi entrusted himself with his life for half his life. I saw it for the first time today: "The area is quite large, slightly square, and the walls are often curved. The outer wall is made of tiger skin stones. The interior is quite large, and the situation is very empty. It is wide, with Western-style houses intertwined. In addition, there are earth ridges, streams, small bridges, and curved corridors. The scenery is very quiet and pleasant." Six people live in each room in the dormitory, two steamed buns for breakfast (when Liang Shiqiu entered school four years later, the steamed buns increased to three), four dishes of side dishes, porridge, four bowls, four dishes, and rice for lunch and dinner, bed at 9:30, and six o’clock Half up.Everything has been regulated, and there is no longer the idleness of the first month and a half when I first entered Beijing. The transportation is very convenient. There is Tsinghuayuan Station on the Beijing-Zhangjiakou Railway. Every day, there are two trains from Zhangjiakou to Beijing, and two trains from Beijing to Zhangjiakou. What makes the students most proud is that the Beijing-Zhangjiakou Railway Company specially opened a weekend ticket train for the students of Tsinghua Academy. The train departs from Tsinghua Garden at 5:00 p.m. on Saturday, arrives at Fengtai via Xizhimen and Guang’anmen, and departs from Fengtai on Sunday afternoon Back to Tsinghua University. The ticket price is not too expensive to go to the two corners of Xizhimen and the triangle of Guang'anmen. The price of the capital is two yuan for taking a photo, and one yuan for a "Common English Dictionary". As soon as they entered school, new students began to negotiate with the school: Tsinghua's food is free, and students have to pay for laundry and haircuts. However, the school stipulates that all school supplies must be purchased by oneself, and most of the students thought that they were free from government fees when they were sent for counseling, and they were unwilling to pay for textbooks of various subjects and gym clothes. The official reply from the provost stated that there is no room for negotiation, but that you can get the textbooks first and pay the fees later. But there are a lot of rumors: some say that the chief secretary promised that the textbooks can be lent by the school and returned upon graduation, and that the gym clothes must be purchased by oneself; some people say that the administrator said that the gym clothes are free, and the textbooks must be purchased by oneself.Wu Mi was elected as the representative of Shaanxi Province and participated in the negotiations. Although there were no results, it was like the current constitutional government, with a preliminary feeling of democracy. The summer of this year is particularly long, because there is a leap in June. On the tenth day of April (May 8), the Shangyu announced the new cabinet system. This is the first shot in the practice of the so-called "constitutional preparatory plan", which inevitably attracts attention. As a result, such a "royal cabinet" came. In the previous constitutional trend, there was a consensus on how to appoint people after the constitution was established. For example, Dai Hongci and Duan Fang wrote "The Essentials of European and American Politics" after they went abroad for investigation, which stated: "Never advance or retreat from the prime minister based on his selfish intentions, and do not need to rely on his loyalty to the prime minister." When the royal power is appointed, it is only to consider the actual political situation, observe the trend of public opinion, and choose the right one, which can be given to the assistant prime minister." But the principle is the principle. When it really comes into effect, "loyalty to the royal power" and " The factor of selfishness is still very important. Zheng Xiaoxu only recorded the list of the cabinet, but did not comment on it. Given his frequent contacts with many people in the cabinet, it is not convenient for him to comment. The young Wu Mi didn't care about the royal family or not, and swept away his boldness: "The Chinese government today does not have a single person who is outstanding and can contribute to the country. Those who change their appearances all day long, change from one to the other, and go back and forth are nothing more than this." It's just a few people. Hey, state affairs can still be asked!" From a political standpoint, Wu Mi sympathized with the Revolutionary Party. In his diary on March 15, he expressed deep regret for the burning of the Shanghai "Minli Daily" newspaper, and suspected that someone was making fun of it.Because Yu Youren, editor-in-chief of "Minli Daily", is his township party, Wu Mi's biological father went to Shanghai, and he also lived in Yuyu. Therefore, Wu Mi took a colder view of the changes in the Qing court. Only Yun Yuding, who was thinking of Guangxu, was the most angry. He had just applied for a vacancy at the end of March, and he didn't plan to seek reinstatement, so he devoted himself to practicing his medical skills and running his school.Yun Yuding’s analysis of the cabinet list is more representative of the aspirations of non-revolutionaries outside the power center: “There are seventeen people in total, and the Manchus occupy twelve. Seven. (Minister of State) Among the thirteen people, the Manchus occupy nine. Among the nine, the clan occupies the sixth, and Jueluo occupies the first, which is also a family. Among the clans, Wang, Baylor, Beizi, and Gong occupy the sixth Seven. In the autumn of rebellion, there is a tendency to raise fire and accumulate salaries, but still a small number of people control the overall situation. There is no reason in the world! If it does not perish, what do you expect?" The "royal cabinet" was not named by the outside world. Two days after the issuance of the edict, Yikuang resigned as the prime minister of the cabinet, saying that "I sincerely do not want to open the door of the royal cabinet, so that those who fail the emperor will fail the expectations of the subjects of the world."However, the regent Zaifeng still rejected his resignation. The news of the Huanghuagang Uprising in Guangzhou on April 27 reached the capital only a week before the Cabinet’s enactment was issued.Neither Zheng Xiaoxu nor Wu Mi recorded in their diaries, but Yun Yuding made a note: "The Revolutionary Party entered Guangzhou from Hong Kong and bombarded Governor Zhang Mingqi with fireballs and pistols. There are a lot of ammunition." The matter cannot be regarded as a big one, but the people who heard it seemed a little numb, the center of state affairs was corrupted, and these scabies in the border areas could no longer attract strong attention. Even Zheng Xiaoxu, who is in the midst of his official career, always has a small calculation of retreating and withdrawing. On the second day of the Huanghuagang Uprising, he received a letter from his son that the preliminary site selection for the construction of Haizanglou in Shanghai was ready, and the female poet Lu Bicheng was also willing to sell a piece of land in Xujiahui to the Zheng family. Two days after the cabinet's decree was promulgated, Zheng Xiaoxu went to the Liuguo Hotel to discuss with his colleagues in the Preparatory Constitutional Association (Chairman Zheng Shi) to open a newspaper to promote constitutionalism.Meng Zhaochang advocated running a "Gazette" in Beijing. Zheng Xiaoxu said that if the newspaper office is to become the base of future political parties, it is better to be in Shanghai. However, even if there is a royal cabinet, the specific affairs are still inseparable from the Han people.Sheng Xuanhuai, who strongly advocates state-owned railways, is the hottest real power faction right now. On June 9th, Sheng Xuan sent an urgent message to Zheng Xiaoxu, who was packing up the real estate in Shanghai: "Sichuan, Guangdong and Han are roughly determined, and the imperial court pays attention to quick results. Wu Shuai and Xin Shuai have discussions. It is difficult to achieve the goal without Lai Gong's perseverance and familiarity. This is planned to be published today. Marshal Wu wants to invite the public to discuss the method, and has sent a public telegram, please come quickly, and look forward to praying!" The fate of the Sichuan-Han Railway and the Guangdong-Han Railway is the most important thing in the recent imperial court's actions, and it has been determined Duanfang, who was in charge of Chuanhan Road, and Ruicheng, who was in charge of Yuehan Road, all looked forward to Zheng Xiaoxu's help, which showed the importance of the owner of Haizang Building, and also showed that, as Wu Mi said, there were too few people available for the imperial court. At noon on June 13th, Zheng Xiaoxu rushed back to Beijing from Shanghai, and when he arrived at his house, he immediately called Sheng Xuanhuai.Sheng Zhai replied that guests are being entertained, please come immediately.During the banquet, Zheng Xiaoxu met Zhang Jian, the number one scholar businessman, who was also recruited by the imperial court to Beijing for consultation. On this afternoon, Zhang Jian entered the palace to deal with the regent Zaifeng. Zheng Xiaoxu started a new round of frequent communication.Only on the second day after returning to Beijing, he made two consecutive appointments with Duan Fang and Sheng Xuanhuai again.Regarding the railway issue that the bigwigs are most concerned about, he still suggested to Sheng and Duan his consistent proposition: railway contracting, and said, "If this policy is established, the trend will stop, and the cost will be saved and the work will be speeded up. It cannot be ignored." It is related to the overall situation of the world, "Current Affairs News" and other media soon reported on the conversation of Zheng, Sheng and Duan.Zheng Xiaoxu's consistent view, in short, is that state-owned railways are a "salvation strategy", and the government must control the road rights in order to gain the right to speak in international politics; Quickly and steadily transform the railway from commercial to state-owned, focusing on "province" and "speed".He gave Sheng Xuanhuai an example: Now China's railway construction costs more than 50,000 taels of silver per mile. The method stipulated in the "Jin-Ai Railway Loan Labor Contract" hand-crafted last year by Zheng "instructs the contracting company to undertake the repair of the road", "all matters related to the road shall be managed by the railway company and controlled by the Ministry of Posts and Communications", "on average Every Huali is more than 19,000 taels of Huayin, including mountain engineering, bridge engineering, stations, road houses, locomotives, and bodywork, and the time limit is extremely fast." On June 20, the imperial decree promulgated: "Hunan Chief Envoy Zheng Xiaoxu made a supplementary award".Regarding this appointment, the "Declaration" immediately pointed out that "the reason is indeed to close the road." Zheng's predecessor Yang Wending mishandled the intensified wave of opposition in Hunan. The experience of the Guangxi Association of the Party. From June 21st to July 10th, the newly appointed Hunan Zheng Fantai continued to visit dignitaries and celebrities non-stop.Among the Manchus were the cabinet ministers, Prince Qing Yikuang, Na Tong, Zai Tao, Zai Ze, and Zai Xun, while the Han officials included Xu Shichang, Yu Shimei, Li Jingfang, Chen Baochen, Yan Fu, Lin Shu, and Yang Du. The name "Zheng Sukan" also kept appearing in the headlines of "Shenbao" and "Current Affairs News".The most eye-catching one was undoubtedly entering the palace to give thanks on June 21, and was summoned by the regent Zaifeng.Facing the King Regent's questioning, Zheng Xiaoxu once again emphasized the importance of the railway: "If China wants to strengthen itself, the opportunity is only within 20 years. There are three major changes in the world's transportation situation within 20 years, one is the Panama Canal, the other is the Kyakhta Railway, and the third is the Russian-Indian Railway. Eurasian transportation depends on the Siberian Railway. The Russians were the masters at first, and after the war, the Japanese managed South Manchuria, and they became the masters with Russia. If China can rush to build the Kyakhta Railway, it will only take eight and a half days from Berlin to Beijing, and four and a half days for world traffic. From now on, China and Russia will be the masters of Eurasian communication, while South Manchuria and Eastern Qing Dynasty will be neglected, and Japan's power to manage Korea and Manchuria will surely go back ten years. This is a once-in-a-lifetime opportunity for China to strengthen itself. I hope Don't miss your chance, Regent." Zheng Xiaoxu also told the regent that the foundation of the reform can be summed up in four words: "borrowing debts to create roads".He saw the regent nodding frequently, with a very happy expression on his face. The ensemble lasted twenty minutes. According to Zheng Xiaoxu's diary, within a few days, the "Beijing Daily" published the conversation between him and the regent when he entered the palace, but it was all fabricated, and other Chinese newspapers also echoed, accusing Zheng Xiaoxu of being bribed and used by the government—in the previous Congress During the petition movement, Zheng Xiaoxu was a staunch constitutionalist. The public opinion could not help but believe that after the establishment of the royal cabinet that deceived the world, Zheng accepted the appointment of the Hunan Fan frankly, and insisted on state-owned railways, borrowing debts to build roads, which was nothing less than a kind of betrayal. For this reason, Zheng Xiaoxu recorded the conversations with several Hunan and Nanjing officials in his diary to show his heart: "Servant is not a real lack of officials. Entering the officialdom today, it is almost like a person who cannot be restrained by law. I don't know what to laugh at. But he will never be qualified. It is clear." He said: "The world understands that most people live in the majority? Are there few? " Said: "A few ears." "However, if you do things, ask for forgiveness from the few who understand, or will you ask for forgiveness from the many who don't understand?" In order to clarify the misunderstanding of the public opinion about him, Zheng Xiaoxu excerpted a large part of the evaluation of himself from foreign newspapers such as "The Times" in his diary: "The new Xiangfan Zheng Sukan's speech is correct... probably because he judged the current situation very well. Fuji is broad and broad, no matter what country in the world the politicians are proud of being able to make such a statement. If China can simplify and pull out dozens or dozens of generations of such talents, list them in Xijin, and give them political power, then China will be able to cope with the current situation , its peace and firmness should be far greater than today." He even uttered bold words in his diary, such as, "I stepped forward into the political circle today, almost as if I came here with a bomb in my hand. I must first sweep away the improper officialdom demons, and secondly, sweep away the irregular smoke of public opinion. I must rush through most of the darkness." The opposition is to receive the worship of the civilization of all ages. People with a heart in the world will wait and see the effect!" When writing these words, Zheng Fantai had already left Beijing. On his way to Changsha to take up his post, he made a detour in Suzhou and called on Cheng Dequan, governor of Jiangsu.Of course Zheng Xiaoxu would not have imagined that Cheng Futai, whom he called "Xue Shuai", was less than five months away from Cheng Dudu who transformed himself into an independent Jiangsu. On October 10th, Yun Yuding visited friends, received letters, and went to a dinner in the evening. At the dinner, he heard that Jiading Mansion and Yazhou Mansion in Sichuan had fallen one after another seven days ago.Yun Yuding believed in the theory of prophecy and taboo very much. He felt that "there was no cloud but thunder, and the phenomenon of soldiers" before noon, but he thought that this celestial phenomenon should be in Sichuan, where the road protection movement was in full swing. Yun Yuding has always been quite dissatisfied with the court's handling of the Sichuan incident. On September 18, he recounted the court's flustered performance in his diary: "I have ordered Duan Fang to restore Cen Chunxuan; Can't leave Yunnan to resign; Xuan also sent Shaanxi governor Qian Neng to train and aid Sichuan, Qian resigned because the plank road was inconvenient to march; and also ordered Guangdong governor Zhang Mingqi to divide troops to aid Sichuan, and Zhang Yiyue disordered Fang Zhi to resign." The imperial court transferred all those who could transfer. After searching over and over again, he still couldn't find a safe solution. Yun Yuding thought that "the cabinet ministers didn't know the terrain and didn't understand the military situation, so most of the border ministers were not ordered." Wu Mi has already integrated into the atmosphere of Tsinghua's "foreign school".He participated in the English speech meeting. There was an event on October 10. The topic of his speech was "How to Make Our Future Life". After the meeting, Wu Mi voted 11 times. At the top of the list, the young mind is unavoidably proud. It has been a month and a half since Zheng Xiaoxu took office as the chief envoy of Hunan Province, and was sent to the capital by Ruicheng, governor of Huguang, to participate in the formulation of the provincial system.During the past one and a half months, the imperial envoy Duan Fang, who was heading west all the way, continued to pay tribute to Zheng Xiaoxu directly or through Sheng Xuanhuai, hoping that he could enter Shu to help calm the Jingchuan affairs, and said after a while, "I am sorry for the difficulties and obstacles. I will help you in time and in time." After a while, he said "waiting in Yichang".Zheng Xiaoxu was a little annoyed, he had a few phone calls from Duan Fang, but he simply refused to translate them, he would never go to the troubled waters of Sichuan. On October 10, Zheng Xiaoxu went to Qianmen West Station to send his entourage Li Xuangong back to Hubei. After that, there was still a series of visiting friends.Recently, various newspapers in Shanghai have a lot of opinions on Zheng Xiaoxu, constantly attacking him for being bribed by the government. The outline of the political system that came to Beijing to participate in the discussion has progressed quite slowly, but the main theme is clear: decentralization. The governors of each province are appointed by the cabinet, and the governors are responsible to the cabinet. The governors have the power to appoint and supervise local officials, can control the patrol team, and also handle judicial administration. With the reduction of redundant staff, the official system at the Dao level was basically abolished. The independent official systems of customs, salt, grain, and river shall not be in charge of local administration. Of course, Zheng Xiaoxu, who was closest to the center of power, was the first to know about the Wuchang Incident. On October 11, he heard the news of the Wuchang uprising from different channels. You must know that Hubei and Hunan are of the same spirit. As the chief envoy of Hunan, his family members are still in Changsha. The chaos in Wuchang will inevitably affect Hunan. One can imagine Zheng Xiaoxu's mood. At noon on the 12th, Sheng Xuanhuai sent a telegram to invite Zheng Xiaoxu to have dinner at Zaize's mansion, the minister of Du Branch.Zai Ze said that Sheng Xuanhuai went to the palace to deal with it this morning, and he will be "woke up" tomorrow morning, hoping that Zheng Xiaoxu can help him consider the countermeasures.Zheng Xiaoxu made four points: 1. Attack Wuchang quickly with warships; 2. Protect the Beijing-Han Railway; On the 13th, Zheng Xiaoxu came to see Sheng Xuanhuai. The mansion said that Mr. Sheng entered the palace early in the morning and had not come out yet.Zheng Xiaoxu waited in Sheng Mansion until noon, but he still hadn't arrived, so he had to go out to ask others for news. There were rumors outside that "Changsha has changed", and some people even said it vividly: a colleague from Hunan had received a telegram from his family saying that the provincial capital had been captured by the Revolutionary Party, and the family had managed to escape. There were many people talking about it, and Zheng Xiaoxu "although he didn't believe it immediately, he was quite shocked".On this day, there are also rumors that the yamen of the governor of Liangjiang in Nanjing was burned, and that an incident occurred in Wuhu, and so on. Zheng Xiaoxu ran to Qianmen West Station, probably wanting to get some news from the passing passengers.Unexpectedly, there was no one at the station, only more than 20 special military trains left.In addition, two teams of imperial guards entered Zhengyang Gate.Even the moonlight disappeared at night, and the atmosphere in Beijing turned into horror and terror. In addition, the weather was suddenly cold a few days ago, and the cotton robes were wearable, and people's hearts were as cold as the weather. Fortunately, I got a call from Changsha at night, saying that Hunan is still relatively peaceful.Yu Chengge, the governor of Hunan, also sent a telegram, saying that he had sent a defense battalion to Wuchang to prevent the revolutionaries from entering Hunan. It was Cao Rulin, Vice Minister of Foreign Affairs, who told Zheng Xiaoxu about this. Yun Yuding went to Tianjin on business in the afternoon of October 11.After staying in the hotel at night and reading the newspaper, I only knew the news of the fall of Xuzhou Prefecture (Leshan) in Sichuan. He was anxious for the imperial court in his heart: Sichuan affairs have become so corrupt, why still refuse to dismiss Zhao Erfeng?Don't Sichuan want it?Thinking of seeing "the color of blood when the moon rises" on the train, I feel more and more that it is the image of a weapon. I got up early the next day and received an express letter from my son, only then did I know that the image of the sword should be in Wuchang. And the decree has been made, and the Minister of War, Yin Chang, is ordered to go to the aid.His son Baohui was working under Yinchang, so he had to go out with him. This time, the Wuchang Incident was closely related to Yun Yuding. On the 13th, Yun Yuding returned to Beijing and saw his son Baohui who was about to go to war, "he was very energetic and relieved".He heard more news about Wuchang from Baohui: Hanyang fell, and the iron factory and gun factory had fallen into the hands of the revolutionary party. In Yun Yuding's opinion, the most hateful thing is undoubtedly the governor of Huguang, Rui Li. I heard that he sent all his family members back to the capital half a month ago, and he also carried his bribes for many years. He clearly planned to escape from Wuchang, a place of right and wrong. .On August 13th (October 4th), when he heard the news of the revolutionary party's uprising, he immediately moved his bedding to the ship Chuyu, where he worked in the governor's office during the day and lived on the ship at night. On October 10th, as soon as he heard the sound of guns and guns, Ruicheng immediately fled to the Chuyu, and the subordinates naturally scattered like birds and beasts, allowing the Revolutionary Party to occupy Wuchang without any trouble.Yun Yuding wrote bitterly: "Ruili is second to none in the speed of abandoning the city and fleeing in the past three hundred years." Wu Mi learned about the Wuchang Incident only after reading the newspaper on the evening of October 12.For the past two days, he has been complaining about the unfairness of Tsinghua Academy’s selection of students studying in the United States, unfair selection of monitors, and unfair management of students. At this time, his attention was drawn to China outside Tsinghua University: , I don’t know what is the future of China? When will it perish! What will happen to our generation?” On the 13th, newspapers circulated that the iron bridge over the North Yellow River in Zhengzhou had been cut off. Zheng Xiaoxu went to the train station and found that the tickets were indeed only sold to the north of the Yellow River, and the communication between the north and the south had been cut off. On the 14th, the great panic in Beijing finally broke out.The government ordered all newspapers to prohibit the publication of riots in various provinces, which instead expanded the infinite space for rumors.Wu Mi, who was far away in the Tsinghua Garden, could feel the "alarms were numerous, several times a day, and it was very frightening to hear." It was rumored that Changsha, Guangzhou, and Nanjing had all fallen, and the chaos in Sichuan was intensifying. Even Jiangxi and Anhui Unsettled.Tsinghua Academy originally planned to hold the autumn opening ceremony on the 25th of this month (August 16), but now the academic department has notified the postponement, which shows the urgency of the situation. The panic actually started in the officialdom. Officials have the most information channels and rumors spread the most. The managers of the capital also became flustered. For example, the outer city suddenly ordered all theaters to stop singing operas, and asked the police to check pedestrians at various intersections. It was a sign that the revolutionary party had entered Beijing on a large scale.A large number of Beijing officials, with their relatives and family members, flocked to Qianmen Station, intending to flee to the Tianjin Concession. To prevent accidents, the Ministry of Post and Communications claimed to suspend the Beijing-Tianjin train, which made the panic even worse.Citizens who couldn't escape surrounded the Bank of Daqing and various banks to run on cash. The banks couldn't bear it and had to close their doors.Banks closed, triggering a vicious circle, all shops refused to accept banknotes and only accepted cash. Then came the soaring price of rice. Yun Yuding said that each stone of silver would sell for twelve taels (Zheng Xiaoxu's record was twenty yuan, or sixteen taels).Fortunately, the patrol police of the New Deal Office are quite capable, otherwise the tragedy of the Gengzi Year will reappear in Beijing. Wu Mi heard people say that this wave of bank runs was instigated by the big bosses of the government. Prime Minister Qing Wang Yikuang took the lead in withdrawing 300,000 taels of gold coins from the Bank of Qing Dynasty and transferred them to foreign banks. Without any real threat, the market is in chaos. Zheng Xiaoxu's fellow countrymen and friends, such as Lin Qinnan, are also busy sending their family members to the Tianjin Concession to avoid disaster. Zheng Xiaoxu's family members are in Hunan, so they don't have to worry about it. On the morning of the 15th, he was called by Sheng Xuanhuai, asking him to draft a telegram to Hubei, offering a reward of 100,000 yuan, hoping to buy the 41 bids that had been reversed, and asking him to preserve the arsenal and iron factory.Sheng Xuanhuai also told Zheng Xiaoxu: No matter what happened in Hubei, I will not let you go back to Hunan this time. After returning from the Sheng Mansion, Zheng Xiaoxu drew up a statement, hoping that the imperial court would issue an order: pardon the bandit students, soldiers, and Xu bandit leaders to surrender themselves in repentance, and if they resist, they will be attacked. The power center hopes that the chaos in Hubei will subside as soon as possible, so as not to cause a chain reaction in other provinces. People have returned from Wuhan one after another, but the rumors are very inconsistent. What Wu Mi heard was that "the Revolutionary Party is extremely civilized and orderly this time, and the businessmen and people have not been disturbed." Yun Yuding heard it with his own ears, and the Revolutionary Party sent a note to the consuls of various countries, please remain neutral and ask Cross the river to meet businessmen in Wuchang.Only the American consul crossed the river to check because of the large number of churches and overseas Chinese in the provincial capital. If this is killing innocent people, how can it be a civilized act?'" So he decided that the Revolutionary Party was a "grass bandit".Yun Yuding was no doubt very pleased to hear this statement. Since the Hongyang Rebellion, the rebels have always failed due to lack of support from foreigners, and the Qing court certainly hoped that this would be the same this time.In addition, on October 19, it was heard that Ma Jizeng and Wang Zhanyuan, the former troops of the Qing army, had defeated the Revolutionary Party in Liujiamiao, and that Li Yuanhong and Tang Hualong had fled. Of course Zheng Xiaoxu didn't want to go back to Hunan, but he was concerned about the safety of his family. On October 19, the Qing army won a small victory. On the 20th, Zheng Xiaoxu received a piece of paper from the cabinet. Nineteen days." The official document was written casually on a piece of white bamboo paper, quite sloppy, but it was an official document after all.Zheng Xiaoxu didn't dare to refuse, so he went to Liulichang to buy a pair of court beads for 8 qian qian on the same day, and prepared them for training. On October 21st, Zheng Xiaoxu paid continuous visits to dignitaries in the court. Perhaps he wanted to discuss one or two countermeasures on Hubei affairs, and gained the support of princes and ministers. After all, he was about to face the chaotic party in Hubei.Unexpectedly, when Sheng Xuanhuai was not there, he paid homage to King Qing, said he was sick, please go back, and then went to the Cabinet Assistant Minister Na Tong, but Na Tong was never seen. Finally, I met Xu Shichang, another associate minister, and talked for a long time. On October 23, Zheng Xiaoxu asked for training and summoned him. This is all a passing scene. When I saw King Qing today, I didn't have much to say. I just said that I insisted on working despite my illness, and finally went to say goodbye to Sheng Xuanhuai. This mighty important minister was also "in a panic". He told Zheng Xiaoxu that the news in Changsha was very bad, and even the telegraph office had been taken over by the rebel party. At four o'clock in the afternoon on October 25, Zheng Xiaoxu boarded the train bound for Tianjin. In the evening boarded the ship to Shanghai.During his journey, he made a lot of calculations, and still believed that China is now in the era of administrative reform, and that the Qing court has not yet come to an end.Now the imperial court has ordered Yuan Shikai, Governor-General Hu Guang, "If Yuan is talented, he will break the party and order chaos. If he becomes prime minister, he will be able to establish a parliament, order the royal family, and limit the responsibility of the cabinet. A constitutional system will be established. The party will succeed and Manchuria will be overthrown." , and may not be able to strengthen China; why? Disturbance is easy but ordering is difficult, and the political party has not yet been established, and the people have no masters."Zheng Xiaoxu believes that at that point, Japan will be the one who will benefit from the fisherman, but Japan’s national strength is not enough to annex China, and China will surely divide up the beans and divide them for the big powers, and the big powers will use the Chinese to attack the Chinese, and the whole country will be corrupted. Remaining old will pass away." Thinking of this, Zheng Xiaoxu couldn't help lamenting: "Officials, I am poisoned; if you don't accept an official, you will definitely be poisoned! Accepting an official as a last resort is like eating preserved preserved food and drinking poisonous wine. The hunger and thirst have not stopped, but the poison has been done." Regret accepting the appointment of the chief envoy of Hunan Province, so now I am separated from my loved one, with no news and no way to save him.The ship stopped in Yantai, and under the grief and sorrow, his writing became mournful: "The soul is about to go mad, and the soul will save it; the soul is going mad, who can save it? He raised the telescope and saw thousands of peaks and mountains on the top of the Jade Emperor. accumulating hatred." On the 29th, the ship arrived in Shanghai. The news in Shanghai was much better than that in Beijing, and Zheng Xiaoxu knew that Hunan had been declared independent by the Advisory Council on the 22nd before leaving Beijing, and he would definitely not be able to go to Changsha. After reading the "Declaration" in the past few days, I found out that on the 26th when he set off from Tianjin, the Zizhengyuan formally impeached Sheng Xuanhuai, and the Qing court dismissed Sheng Xuanhuai and never used it again.Thinking of Sheng Gongbao's expression when he said goodbye, Zheng Xiaoxu's mood can be imagined. Wu Mi has another worry.Twenty or thirty people leave the Tsinghua campus every day, and one of the six people in Wu Mi's dormitory has already left. There is no one studying homework in the self-study room, and they all gather in groups to discuss when to escape and where to avoid. Dream it!
