In the early years, Dingmo Village was directly under the leadership of the Hunan Party and Youth League of the Communist Party of China. Kenji Doihara was eager to control Shanghai at the time, and on Chinese soil, the Chinese had far more advantages than the Japanese as spies.So Doihara paid money, guns and equipment, and ordered Li Shiqun to establish a traitor spy organization as soon as possible.
