At this time, the Japanese army had not yet occupied Harbin, and Zhang Jinghui was still the governor of the Eastern Provincial Special Zone of the Nationalist Government. Therefore, the establishment of the puppet regime in Heilongjiang broke the pattern of establishing a puppet regime after the Japanese army occupied a city. The Japanese army called for the establishment of a puppet regime, and even wanted to "eating pots of pulp" to meet the Japanese army.
