In this speech, he did not evade any of the questions raised by everyone, and his attitude was sincere.He talked about eight such issues in his speech, and later added the rehabilitating of "criticizing Deng" when finalizing the draft, making it nine. Regarding the "Tiananmen incident", he admitted that "the problem has not been completely resolved, and the nature of the Tiananmen incident has not been rehabilitated."This was an appropriate judgment for the circumstances at the time.And declared on behalf of the Central Committee, "The Central Committee believes that the Tiananmen Incident is completely a revolutionary mass movement, and the Tiananmen Incident should be publicly and thoroughly rehabilitated."This is his formal and solemn redress of the nature of the "Tiananmen Incident" on behalf of the Party Central Committee.

Then Hua talked about the second question, acknowledging that "it is wrong to fight back against the Rightist trend of overturning verdicts", and decided to revoke all relevant central documents. The third question is about "February Adverse Current". He said: Chairman Mao had already reversed the case for "February Adverse Current" in 1971.Now the central government has decided that all comrades who have been wronged because of this case will have their reputations restored, and those who have been implicated and punished will be rehabilitated. For the fourth question, he said: The case of Bo Yibo and other "sixty-one people" has been found to be a major wrongful case, and the central government has decided to rehabilitate this major wrongful case.

The fifth question is about Peng Dehuai. It is decided that "his ashes should be placed in Room 1 of Beijing Babaoshan Revolutionary Cemetery". The sixth question is about Tao Zhu, saying that "it was wrong to label him a traitor in the past, and he should be rehabilitated." The seventh question is about Yang Shangkun, saying, "It was wrong to designate him as conspiring against the party and collaborating with foreign countries in the past, and he should be rehabilitated. The central government has decided to restore Comrade Yang Shangkun's party organization and work assignments."

The eighth question is about Kang Sheng and Xie Fuzhi. He pointed out that these two people "have great public outrage" and "it is reasonable to expose and criticize them." "Materials about exposing them can be sent to the Central Organization Department for trial." The ninth question is about some major local incidents, "all provinces, municipalities, and autonomous region party committees should deal with them realistically according to the actual situation." In short, he answered satisfactorily all the major questions raised in the discussions. Hua Guofeng's speech must have been discussed and approved by the Standing Committee of the Central Committee. This is the result of a collective discussion by the Central Committee.Hua Guofeng's attitude is also worthy of recognition.I have participated in many meetings, but I have rarely seen the top leaders of the party listen to everyone's opinions in this way, and solve problems so thoroughly and clearly.His speech is also very practical, not talking about things that cannot be done in fact, but also talking about some things that should be paid attention to.For example, when talking about dealing with local problems, he said that mass meetings can be held and documents can be distributed, but they should not be published in newspapers or broadcast on the radio.He said that these issues involved the masses who had been divided into two factions during the "Cultural Revolution" movement, and they must be handled carefully and thoughtfully to prevent factional struggles from recurring.All in all, this speech was very good.
