After Hu Shi arrived at Peking University, Fu Sinian gradually admired Hu Shi, and often went to his classes, and even invited some students to Hu Shi's home to "ask politely and benefit from it".Under the influence of Hu Shi, Fu Sinian became more and more interested in reading Western works. "Among the teachers and students of Peking University at that time, there were many who could not understand or were not good at writing classical Chinese, but they were in favor of new literature, while those who were able to write well in classical Chinese were very few in favor of new literature. Mr. Fu was one of the latter." Fu Sinian lived in No. 4 Xizhai on campus. His roommates included Gu Jiegang who studied philosophy and ancient history meticulously, Di Junwu who devoted himself to studying poetry, and Zhou Liya who was obsessed with Buddhist scriptures. Luo Zhixi and others are talking about the literary revolution and the New Culture Movement".In the future, the banner of the literary revolution will be "raised with great fanfare because of Meng Zhen".

Gu Jiegang said: "I didn't expect that I would introduce Fu Sinian into Hu Shi's path, and later I would start "Xin Chao" and become "New Youth"'s right-hand man." On October 8, 1918, "Peking University Journal" published Fu Sinian's letter to the president - "On the Abuse of Philosophy Subordinated to Liberal Arts".The article holds that the materials for philosophical research come from natural sciences, and that "every great progress in natural sciences is the day when philosophy will shine brilliantly", advocating that philosophy should be included in science. This article caught Cai Yuanpei's attention. He had high hopes for this talented student, and wrote an inscription saying: "The mountains and rivers are far away from the vastness, and the earth is opened up to Gu Zhong."

In 1918, Fu Sinian, together with 20 people including Mao Zishui, Luo Jialun, Gu Jiegang, Kang Baiqing, and Yu Pingbo, founded the first new culture-oriented group among Peking University students—Xinchao Society, and began to organize the magazine "Xinchao".Cai Yuanpei and Chen Duxiu allocated 40,000 yuan per year from Peking University to Fu Sinian Office (Xinchao), and Hu Shi served as their academic advisor. On New Year's Day in 1919, the first issue of Xinchao, edited by Fu Sinian, came out.In the statement of purpose for the publication of "Xin Chao", Fu Sinian emphasized that the purpose of the journal is to help students "get rid of inherited imperial examination thoughts and enter into modern scientific thinking; get rid of subjective and arbitrary thoughts and enter into objective skeptical thoughts; Human beings are not people in the real society; creating a personality that overcomes society is not a personality that overcomes society.”Fu Sinian also boldly declared: "In ten years, today's university will be the source of all new academics in China in the future."
