Their mission is to organize 90-day training courses for high school and college students.Junior high schools are nominally headed by officials at the local mayor or county level, but in fact each school's military training instructor is in charge.In tertiary institutions, brigades and squadrons are formed under the leadership of the principal's office, but are still commanded by military training instructors.So, in this way, the Fuxing Society infiltrated every university and high school, they made Blue Shirts propaganda materials, they monitored progressive youths, and they searched for underground workers of the Communist Party.These training instructors maintained secret ties with Dai Li's Secret Service, and the Communist Party considered them the most ruthless enforcers of the White Terror.

Most real military training begins at the provincial government's summer training programs.For example, during school holidays, student teams from Henan and Shaanxi gather in Kaifeng to form training camps.The weight of political indoctrination surpassed that of military courses. Most of the instructors were members of the Fuxing Society, and they taught the quotations and thoughts of leaders, the Three People's Principles, international affairs, the development of German and Italian fascist organizations, and courses on "one leader, one party." For example, in the summer of 1934, a summer training camp was held at the Huangsi Temple in Beiping, with more than 2,000 middle school students participating.During a military training session at that time, the students were told the importance of "safety first, resistance second".One student insisted on speaking against this policy of launching an anti-Communist civil war, and he boldly asked: Why did defeating the Japanese depend first and foremost on the elimination of the Communist Party?This student was immediately arrested, and the rest of the students were told that he had been secretly sent there by the Communist Party to disrupt them.The student was later handed over to the Twenty-fifth Gendarmerie, and he was never seen again.

During these training sessions, as well as during the normal academic term at the university, blueshirts on the faculty were constantly on the lookout for students who strongly opposed the Communist Party and its policies.When they found staunch anti-communist students, they tried their best to train such students into "professional anti-communist elements" in order to destroy the Communist Party's student organizations.For example, at Henan University in Kaifeng there are political activist groups that have had notable success in gaining student followings. "Professional anti-communists" were coaxed into serving as police informers and "informants" to help the police and gendarmerie track down and arrest Communist students.If the anticommunists were successful, they received special funds and were rewarded in their studies, and many of them were recommended for membership in the Fuxing Society.

After all, "military training" is a kind of training for reserve officers, and its other main purpose is to find cadres for political work in the army in the future.When Liu Jianqun was the director of the Political Training Department, he also organized a political training class, bringing more than 1,000 high school students to Nanjing to accept the principle of "one party, one theory, one leader, and one enemy".After these students graduated, they must have enjoyed the same treatment as Whampoa graduates.
