Chapter 37 Park Geun-hye's innovation will continue to move forward

Since I entered the political circle, I have always advocated the realization of political party reform and party democratization. The Party, however, remains unmoved, as in the case of David versus Goliath. In fact, this is indeed a very difficult decision for those who hold party power.Once reforms are made, the party will immediately face various challenges, and it will be difficult to come up with party resolutions without any mess.At that time, we were in a political climate where it was okay not to take the path of reform. When I became the representative of the Grand National Party, I was determined to implement what I have always advocated. This is not an easy task. Although it is the correct way, it will also make people who run party affairs feel embarrassed. However, I think that if no one does it, the political party will always be a private party, and the MPs elected by the people will be reduced to voting machines that can only raise their hands.

I will practice the three goals of "policy party", "inner party" and "digital party" that I have been advocating before. In order to establish a political party in the house, the first thing that must be done is to change the general assembly of parliamentarians. The General Assembly of Members is referred to as the "General Council" for short. When there are important matters that must be decided within the party, all the members gather together to discuss and make a decision. The first thing that must be changed is the meeting format of the General Assembly venue. In the past, the party president or party representative sat on a large chair on the stage, facing the MPs and holding meetings.I removed that chair and took a seat between the MPs and held the meeting in such a way that the party representative was also a MP.What I have done has made the original authoritative atmosphere disappear, and the situation where junior members of parliament could not express their ideas calmly in front of senior members of parliament also disappeared.

In this way, the conference venue becomes as noisy as a battlefield or a market. If the previous meeting was held in a purely formal manner after the guidance department decided everything, now it has become a meeting where everything is decided at the general meeting. If the Guidance Department announces any matter without going through the General Assembly, it will be condemned at the next General Assembly venue.Loud conversations are common in the assembly hall, and those who are deeply satisfied with someone's speech will praise it without hesitation: "Not bad!" Some reporters even said that watching the assembly of the Grand National Party is like a It's like watching an American Western.

Since I became a party representative, the congress hall has become a fork in the road with many choices.Among them, the most impressive thing was that when discussing the "National Security Law", the Legal and Judiciary Committee held a marathon-like long meeting at the venue all night. In the autumn of 2004, after President Roh Moo-hyun advocated the abolition of the "National Security Act" on a certain TV station, the whole country began to have a very sharp confrontation over this issue. My position is that the repeal of the National Security Law is absolutely unacceptable.Although some of the provisions of the "National Security Law" may have hidden concerns about human rights violations, I believe that it can be carried out through amendments. ".

The National Security Act is also being discussed vigorously within the Grand National Party.Members of Congress have different opinions, "If we insist on maintaining the "National Security Law", we will appear too old-fashioned. Why don't we pretend that we can't insist and make concessions." With this opinion, you will also hear "absolutely not, Not a single word can be changed”, or “It can be revised, but the core part needs to be retained. If the original amendment is further revised, it will be tantamount to abolition”.Members of Parliament argued bitterly with each other.

The ruling party proposed the abolition of the "National Security Act" and hopes to pass the bill with a majority of the seats in the National Assembly.I see that this important bill that is enough to shake the foundation of the country is about to be forcibly processed, and I will try my best to stop it.Therefore, for the first time since becoming a party representative, he occupied the venue of the Legal and Judiciary Committee and asked for a long discussion on this issue. The Congress will hold a plenary session at the end of December 2004, so the party will hold a general meeting to make a final decision on the position of the National Security Law.Some MPs sat on chairs, some stood, and some even sat on the floor.Everyone's eyes were tired. After several days and nights of occupying the venue, the usual clean attire was long gone.On the day of the final discussion, the congressmen poured out their national views and values.Nearly forty MPs took the stage to speak.I didn't miss any of the remarks made by anyone, and I recorded them all one by one, and wrote dense words in the notebook.

Today, after more than twelve hours of sleepless marathon meetings, we still have considerable disagreement about the magnitude and scope of the revisions. In particular, there is still no unanimous opinion on the core part of arrogating government laws and the renaming of the "National Security Law".In this regard, the members of parliament decided in the most democratic way, that is, by voting on behalf of the party to me, so that the discussion finally came to an end.In the end, we stuck to the National Security Law.

Members of Parliament stated their opinions earnestly, and I listened to them verbatim, not daring to slack off.

The "Administrative Center Composite City Act", protests outside the private school law, party name change, party innovation case, etc., whenever a decision needs to be made, there will be countless discussions.Sometimes members of parliament will want to grab each other's collars and shout excitedly, and even use the method of voting. But as soon as he walked out of the conference venue, Yu Si would return to his colleagues with whom he had a good relationship. Therefore, the venue of the General Assembly seems to have become the ashram of real democracy. For the sake of political party reform, sometimes I even hear people call me stupid, which refers to giving up the right to recommend. If it is said that party representatives have great influence in deciding candidates every election, then that political party is bound to become the party representative's personal private party. "Do you really want to give up the right of recommendation?" When people around me knew that I really wanted to give up the right of recommendation, they began to persuade me.

"Politics doesn't work that way. It's just a show, and maybe it's enough to take care of one's own people. Why do you want to do that?" "Politics is to raise one's own faction, so that you can do great things in the future, isn't it? Politics is just a show!" Some scowled, some got angry, and some tried to persuade. For the first time since politics, so many people who worried about me scolded me.However, that's not how I do things. As long as I think it is right, I must do it, and do it with my heart. If you just put on a show, you will be seen through quickly, and you will only be shamed in the end.Even if I suffer a loss, I still will not change my belief.

Immediately after taking office as party representative, I faced general elections for the seventeenth Congress. At this time, starting from the public recommendation of proportional representation, the "public recommendation revolution" of the Grand National Party was launched. As for proportional representatives, it has always been a common practice for party representatives to appoint people they trust, but I insist on not getting involved in public nominations at all, so the proportional representatives of the GNP are all the best experts in their fields. They are so powerful that it is not an exaggeration to call them policy masters of the Grand National Party.During my tenure as a party representative, four by-elections were held, and I did not participate in public nominations at all.

During the local elections in 2006, I delegated the power of public recommendation to the party departments of cities and provinces. There were many noises along the way.Because it was a revolutionary approach that was just being tried, there was naturally a lot of confusion. "People who are incompetent are also elected", "The local committee chairman received bribes"-a lot of news broke out.Unfortunately, because of this, two core party members were also reported directly to the prosecutor by the party. Some media outlets even published headlines such as "Park Geun-hye is on the fork in experimental politics."However, no matter what the system is, there will inevitably be an adaptation period at the beginning, as long as the direction is correct and the side effects can be corrected. If you worry about side effects and do nothing in the first place, reform will be difficult to move forward.Fortunately, we won a big victory in the local elections, which enabled the local party headquarters to have a new public recommendation system after a hard process. With such a system, only those who know the place best and have been with the local residents for a long time come out to do things for the people. During my tenure as a party representative, I continued to promote political reforms.Although I heard a lot of criticism during that period, saying that I "didn't even understand the word 'politics' in politics", "I didn't have the courage to be tough", "It's because of her that no one will support her when she needs someone", Voices like these abound. However, I never regret doing that, because I believe that the reforms I made are the kind of politics that the people sincerely hope for.
