In the golden autumn of 1984, Wu Dengyun took up the post of director of Wuqia County Hospital.The biggest problem at that time was the shortage of medical personnel. "We must train a group of native Kirgiz doctors!" Wu Dengyun formulated a "Ten-Year People-Cultivating Plan". He went to township health centers to find medical staff of the Ke nationality, went to work during the day, and helped the comrades of the Ke nationality learn Chinese at night.Then he sent them to the hospital of the autonomous region to study for a year. After returning from the study, he taught and guided a large number of Kirgiz doctors. Now more than 70% of the hospital's business backbones are Kirgiz.In the past, this hospital could not even perform appendicitis surgery well, but now it can perform almost all routine operations, and its medical level is leading among county-level hospitals in the frontier.

Entering Wuqia Hospital, more than 60 flower beds decorate the hospital like a garden. It is a miracle in the Pamirs where "it is easy to give birth to a baby but difficult to grow a tree". After the 1985 earthquake, Wuqia County was rebuilt on the Gobi Desert.In order to create a good medical environment for patients, Wu Dengyun proposed a "ten-year tree project".There was no soil, so they went to the old city 7 kilometers away to pull the soil from one tree pit to another.Without water, they dug a 12-kilometer-long aqueduct from under the snow mountain.Year after year, a garden-like hospital was built on the Gobi Desert.

In 2001, Wu Dengyun retired from the leadership position of the hospital and only served as the vice chairman of the county CPPCC.But he still cares about the construction and development of the hospital.Every week, he works 3 days at the CPPCC and 3 days at the hospital as an expert outpatient.
