Memoirs of Peiqi Gerrard 葛佩琦 2202Words 2018-03-16
In August 1945, before Japan surrendered, the Soviet Union sent troops to the northeast and defeated the Japanese Kwantung Army. Our party's armed forces quickly entered the Northeast, began to establish people's regimes in various places, and prepared to establish a solid base in the Northeast. On August 15, after Japan announced its surrender, Chiang Kai-shek decided to send his trump card army, the Youth Expeditionary Force, into the Northeast in order to seize the fruits of victory. This shows that a bloody battle between the Kuomintang and the Communist Party in the Northeast is about to begin. The main task of the party organization sending me to the Northeast was to collect military intelligence on the enemy. So I resigned from the position that Yu Jizhong asked me to stay in Peiping as the director of the Political Department's office in Beiping, and went to Shenyang (the location of the Northeast Security Chief's Department).

Before I left for the Northeast, there was such a news in the newspaper: Du Yuming, the commander of the Northeast Security Commander, ordered the execution of 29 CCP members in Tongliao. The Kuomintang attempted to use this kind of propaganda to intimidate the underground workers of the Communist Party. But I am not afraid, I think Communists must sacrifice everything for the cause of revolution, including their own lives, and dying for the revolution is supremely honorable. "If you don't enter the tiger's den, how can you catch tiger cubs?" I resolutely took the train to Shenyang and sat in Du Yuming's headquarters to do intelligence work for our party.

When we arrived in Shenyang, Yu Jizhong assigned me to act as the first team leader of the Political Department. This group is in charge of military political work. When the Kuomintang troops were transferred from Guannei to the Northeast, the political department of the army had to report in writing the number, name of the chief officer, station, number, establishment, etc. of the unit to the Political Department of the Minister's Ministry.Based on these materials, the first group of the Political Department of the Minister's Ministry compiled a list of all the Kuomintang troops stationed in the Northeast.I reported this "list" to the underground organization of our party.

The major units of the party, government and military of the Kuomintang stationed in Shenyang, such as the chairman of the provincial party committee, the chairman of the provincial government, the minister of security, the chief of staff, the director of the political department, and the director of the economic committee, hold a joint party, government and military meeting every two weeks. It was convened by Northeast Xingyuan and presided over by Director Xingyuan. When I participated in the meeting with Yu Jizhong from the Political Department, I got some important information and reported it to our party.

In the winter of 1946, Zhao Yaobin, the person in charge of the underground organization in Xi’an, came to Shenyang to deploy work. As my guest, he lived with me in the Sino-Soviet Friendship Society in Shenyang, and discussed with me the issue of establishing an underground radio station in Shenyang. In December 1946, it was said that the Soviet army would hand over the occupied Lushun and Dalian to the Kuomintang government.Under the auspices of the Northeast Xingyuan of the Kuomintang, the Luda Unified Acceptance Committee was formed, and I served as a member of the committee and head of the propaganda team.I led the propaganda team to the town of Xiongyue in the south of Liaonan. This place is the defense area of the New Sixth Army of the Kuomintang. I talked with Master Chen of the army stationed in Xiongyue Town about the defense situation.I reported the deployment and development of the new army in southern Liaoning to the underground organization of our party in a timely manner.

In the spring of 1947, before our army launched the Liaodongnan Campaign, I visited Andong (Dandong) on behalf of the Political Department of the Executive Ministry. The chief of staff of the Kuomintang army stationed there talked to me about the deployment of the army and accompanied me to inspect the newly built fortifications.I reported these situations to the underground organization of our party. On June 1, 1947, Peking students launched a demonstration against hunger, persecution, and civil war.Shenyang students are scheduled to launch a demonstration on June 2 in response to the call of Peking students.Northeast Xingyuan of the Kuomintang: The Political Department of the Minister’s Department, the Second Office of the Minister’s Department, the Shenyang Garrison Command, the Shenyang City Party Headquarters, the Shenyang City Education Bureau, and the Police Department are organized into a "Student Steering Committee" to study countermeasures to stop student demonstrations .Li Nian, Xing Guoyan, and Wang Shunai and I all entered the meeting of the "Student Steering Committee".Someone at the meeting suggested that if the students refused to listen to dissuasion and marched forcefully, they could be stopped by shooting. We firmly oppose it; we say that there must be no bloodshed under any circumstances. The final decision: to send military police that night to arrest the heads of the student unions of each school. After the meeting, I secretly informed three progressive students of Northeastern University of this decision. They left the school on the night of June 1 and were not arrested.

In mid-June 1947, the Political Department was changed to the News Department, with Yu Jizhong as the director and I as the second section chief. In July, our army besieged Siping and attacked the New Seventh Army of the Kuomintang (the commander was Chen Mingren). The two armies stalemate for several weeks, no victory or defeat. The Ministry of Security of the Northeast constituted the forward command post, the deputy chief Zheng Dongguo served as the director of the forward command post, and I served as the head of the news team of the command post.We took a howitzer battalion and a tank brigade to reinforce Siping.Stationed in Tieling that night.I used a military phone to report the reinforcement situation to our party's Shenyang underground intelligence organization. We arrived in Changtu the next morning, and the command post was stationed outside the east gate of Changtu County. The howitzer battalion and the tank brigade received fire from our People's Army on the outskirts of Siping. In the afternoon, our army besieging Siping retreated, and Siping was relieved.I entered Siping City overnight to "condolence" Commander Chen Mingren on behalf of the Advance Command Post. After a brief introduction to the battle situation, Commander Chen said: The Communist Party's spies penetrated everywhere. They climbed to the high chimney of the factory at night, fired signal flares, and indicated the attack target to the Communist Army outside the city.I said: The "secret agents" of the Communist Party do have methods. Sometimes they come before our eyes, and we don't know them yet.It was late at night, and Commander Chen sent someone to take me to the guest house. There are only a few wooden beds in the camp, no bedding. The bed was covered with a parachute for airdrops, ammunition; I lay on the parachute and slept all night.

The next morning, the Kuomintang Central Consolation Group from Nanjing arrived in Siping. The head of the group was Fu Rulin, an alumnus of Peking University, and he asked me to go with him to comfort the wounded soldiers. We went to several hospitals for wounded soldiers. There were few doctors and no medicines, and the situation was very miserable. There is a lack of gauze and bandages to deal with the wounds; some seriously wounded soldiers with broken legs and arms are howling in pain. After consoling the wounded soldiers, I flew to Changchun with the consolation group. The new army of the Kuomintang is stationed here.At the condolence meeting for senior officers, I met the army commander, division commander, chief of staff, etc., and learned about the army's deployment and dynamics from the conversation.Back in Shenyang, I reported the situation of the New First Army to the underground organization of our party.

Due to the defeat in the Siping Battle, the Kuomintang adjusted their military and political institutions in the Northeast. The Northeast Security Chief Command was abolished, and the Military and Political Department was placed under the unified command of the Northeast Xingyuan.Du Yuming, the former Northeast Security Commander, and Xiong Shihui, the former director of the Northeast Xingyuan, were transferred away.Chen Cheng, the chief of staff of the Kuomintang Military Commission, acted as the director of Northeast Xingyuan, and unified the military and political power in Northeast China. After Chen Cheng arrived in the Northeast, he reorganized the subordinate organizations, changed the News Department to the Political Work Department, transferred Yu Jizhong, and made Wei Hongxu the director of the department, and I remained as the second section chief. When Li Weiguo, head of the Central Propaganda Department of the Kuomintang, came to Shenyang, Chen Cheng agreed to change the Northeast Special Commissioner's Office of the Central Propaganda Department into the Northeast Communications Department of the Central Propaganda Department, and transferred me to be the director of the department.Comrade Li Nian took over the second section chief of the Xingyuan Political Work Office, which I served as.The main task of the Northeast Communications Office is to manage the Northeast's press and publishing organizations and publicity matters on behalf of the Central Propaganda Department of the Kuomintang. The name of the "Director of the Northeast Communications Department of the Central Propaganda Department" that I hold is my cover identity for doing underground work.
