Guanzhong suffered from natural disasters year after year.According to the spirit of the "August 7th" meeting of the Central Committee, the Shaanxi Provincial Committee of the Communist Party of China led the people of Weibei to take the road of armed riots, and sent Huang Ziwen, a member of the Sanyuan County Party Committee's Peasant Movement, to Wuzi District to organize Weibei from 1928 to 1929. The people of the North besieged the city with peasants, fought against food and money, beat up local tyrants, and killed evil men, forming an armed separatist regime.From 1930 to 1932, the Provincial Party Committee sent important cadres to Weibei many times, and successively established the Disaster Rescue Army, the Weibei Guerrilla Army, the Weibei Special Committee of the Communist Party of China, the Weibei Revolutionary Committee, and the Sanyuan Central County Committee of the Communist Party of China. Lead the people to persist in armed struggle, carry out regime construction, carry out agrarian revolution, and develop base areas in an all-round way.

The Kuomintang reactionaries dispatched troops and generals to "encircle and suppress" the Weibei base area in turn.In July 1933, the Weibei guerrillas were reorganized into the Fourth Regiment of the 26th Red Army, commanded by Huang Zixiang, the head of the regiment, and wiped out the Fupingdan village regiment in Laohugou, Sanyuan County.In August, the enemy gathered the three regiments of "Weibei Suppression Command", two county militia regiments and nearby garrisons to carry out "encirclement and suppression".The Kuomintang reactionaries indiscriminately tortured and massacred members of the Communist Party and the Communist Youth League in the base areas.

In the struggle to establish the Weibei base area, hundreds of Communist Party members and people with lofty ideals gave their lives.Huang Ziwen, chairman of the Weibei Revolutionary Committee, destroyed his family to relieve difficulties in order to open the Weibei revolution; Zhao Yonghua, the instructor of the fifth detachment of the Weibei guerrillas, Ma Zhizhou, the company commander of the Fourth Red Regiment, and Qin Fushan, the platoon leader, died heroically; Miao Miao, the second captain of the Weibei guerrillas Jiaxiang, Ma Xianmin, secretary of the Wuzi District Party Committee, Yao Wanzhong, member of the Sanyuan Central County Party Committee, and Wang Quxian and Hou Shouyu, members of the Communist Party, were killed successively;
