The Shaanxi Provincial Committee of the Communist Party of China issued a circular on January 12, 1928, dividing the province into three peasant riot areas: Guanzhong, Southern Shaanxi, and Northern Shaanxi. Guanzhong also designated Sanyuan, Jingyang, Gaoling, Fuping, Chunhua, and Xunyi as Weibei The riot area, with Sanyuan and Jingyang as the central area of the Weibei riot.In accordance with the spirit of the instructions of the Provincial Party Committee, Sanyuan County successively organized farmers to carry out the struggles of "communication with farmers" and "armed siege".

In the spring of 1928, there was a long drought and no rain in Sanyuan, and there was no harvest. However, the Kuomintang authorities urged the grain to play tricks, and the landlords and gentry extorted money. The people were burdened heavily and complained.Huang Ziwen approached Tang Yuhuai and Ma Xianmin to discuss how to mobilize the masses to fight against grain shortages. At this time, the Sanyuan County Committee of the Communist Party of China sent a notice of the provincial party committee and instructions of the county party committee: "Immediately launch the mass struggle, and in the countryside, fight against rent, debt, grain, donations, taxes, and all apportionments and extortion. It has been turned into a big riot that killed the gentry, landlords, and officials, seized the armed forces, and besieged the county."The county party committee instructed Ziwen to organize a mass struggle for "Jiao Nong" to encircle the city in accordance with the spirit of the provincial party committee's notice. After reading the notice and instructions, Ziwen immediately convened the leading members of the "Anti-Enemy Committee" to study and arrange an action plan.In the end, Ziwen emphasized: "The provincial party committee pointed out the direction of struggle for us in time, and the county party committee pointed out the method of struggle. This time, we must show the power of the masses and fight against the courage of the working people. The future work will be easy. The task now is to do a good job of publicity separately, and tell the people the principle of "officials bully others, step into the yamen, and Lao Tzu bully children to escape". We will stop growing crops, hand over farm tools to the government, and see who they ask for food Asking for money, this is called 'officials force the people to rebel!' It has been around since ancient times." Everyone was in high spirits, and as soon as the meeting ended, they split up and started the work of mobilizing the masses.

A few days later, Ziwen called together the directors of each film to check the mobilization and preparations. After listening to everyone's reports, he asked: "At that time, will the people in each film respond to everyone?" Xi Haosheng answered first: "No problem! Second brother. When the people heard the news, they all applauded, and the branches and brooms were ready to stop. Just wait for you to speak!" Ziwen said happily: "Okay, it seems that everyone's work has been done, and now it's 'everything is ready, only the east wind is owed'! I will go to the county to give Let's borrow the 'East Wind' to go!"

On April 23, Ziwen notified the directors of each film to ask the masses to bring farm equipment and furniture, and gather at Xiyue Temple early on the morning of the 24th. On the morning of the 24th, Ziwen came to Xiyue Temple.Xiyue Temple is unforgettable for Ziwen. When he came here, he remembered the scene of going to school when he was a child, and remembered the legend about the Three Virgins told by his Chinese teacher.Back then, the agarwood ax split Huashan Mountain and rescued his mother.Today, I will lead the working masses to fight against the Kuomintang reactionaries, overthrow this mountain, and let the masses liberate themselves.Thinking of this, Ziwen felt more and more the honor and importance of the burden entrusted to him and Comrade Yang Zhizhong by the county party committee.

At this time, Yang Zhizhong led thousands of farmers from Ma'ege village (fort) to also come.Ziwen asked Ma Xianmin and Sun Pingzhang to organize mass teams according to each branch to maintain order. He and Yang Zhizhong went to the nearby tree to discuss the marching route.Yang Zhizhong said: "It's hot, eating and drinking more than 10,000 people is a big deal!" Ziwen laughed and said: "As the saying goes, 'Before soldiers and horses move, food and grass go first'. The last time I went to the city, I asked for instructions on the time of action. After seeing this incident, the county party committee has made arrangements for Li Peiwen and others in Junzi District to organize and mobilize people around the county to deliver tea and steamed buns. I also greeted my brother Zixiang and asked him to find a way to support it." Afterwards, Ziwen boarded the earthen platform and made a simple mobilization, announcing that he would go to the city to "deliver agriculture".

Ziwen, Yang Zhizhong, and Tang Yuhuai walked in front, and the "Jiao Nong" drunk people followed closely behind, one team after another, according to the arrangement of each person in charge. The army of tens of thousands of "handover farmers" shouted all the way: "If it doesn't rain, the sky will force the people to rebel; exorbitant taxes will force the people to rebel; all regions will unite and all rebels; eradicate the landlords and implement communism!" The county headed out.People in Suzi District and Xinzi District along the road also picked up farm tools one after another and joined the ranks of "Jiaonong".

At noon, the "Jiao Nong" army of nearly 20,000 people surrounded the county town.People from Xinzi District and Wuzi District surrounded the East Gate and South Gate.Around the city gates, there are crowds of people. The slogans of "Down with corrupt officials!" and "Remove exorbitant taxes and miscellaneous taxes!" resounded through the sky one after another.Tian Runchu, the head of the county garrison, and Ma Runchang, the county magistrate, were terrified when they saw this, and closed the city gate tightly. The masses around the county town organized one after another to deliver water and steamed buns to the besieged masses to support the siege struggle.Huang Zixiang, who was stationed in Beicheng, burst into tears when he saw the scenes of the peasants in his hometown fighting like a raging fire. After obtaining the consent of the head of the regiment Zhao Shoushan, he asked the army to go to the street to buy steamed buns and hang them outside the city cage by cage from the wall of the North City for the villagers to eat.

On the 25th, the number of people besieging the city continued unabated, and the momentum became even bigger.Huang Ziwen asked the leaders of the "Jiao Nong" to tell the masses to "persist in the struggle and never withdraw the troops until the goal is achieved", and at the same time arrange food for the masses. On the 26th, due to the tenacious struggle of the masses, Ma Runchang, the county magistrate, had to express his position to the masses and promised to waive all the grain payments for that year.In order to prevent the Kuomintang county government from deceiving tricks, Huang Ziwen, Tang Yuhuai, Yang Zhizhong decided after research: the county government will not post a notice to show its sincerity, and the besieging people will never withdraw from the siege.

April 27th is a day of gratification for the farmers who participated in the "handover" struggle. On this day, Ma Runchang, the magistrate of the county, finally under the pressure of the masses, posted notices everywhere, exempting the grain payment and all apportionments of the year. The "Jiao Nong" struggle was victorious, and all the people inside and outside the city rejoiced.Huang Ziwen and others seized the heat of the struggle, announced the end of the "handover to agriculture", and advised the villagers to go home to face a new battle. On May 1, 1928, the Weihua Uprising broke out.In order to cooperate with the Weihua Uprising, the Sanyuan County Committee of the Communist Party of China organized an armed siege headquarters with Huang Ziwen as the commander-in-chief, Meng Fangzhou as the political commissar, and Yang Zhizhong as the leader of the guerrilla group. The backbone of the armed siege was the peasant guerrillas led by the Anti-Enemy Committee of Wuzi District, and they contacted Fuping Hu Jingquan's Armed Forces and Jingyang Ma Xianzhou's armed forces.Previously, the county party committee instructed Zhang Hanmin, a member of the Communist Party of the Fourth Army branch of Yang Hucheng's artillery stationed in Sanyuan's left-behind area, to send more than a dozen rifles to the peasants' armed forces in Wuzi District, and to send military cadres to participate in the siege headquarters.

On May 3, the armed siege began.Hu Jingquan's regiment led four companies of troops from Fuping County to Dazhai Fort in front of Sanyuan Mausoleum under the leadership of Party Leader Xie Fang.At this time, the guerrilla brigade led by Yang Zhizhong and the armed peasants in Wuzi District surrounded the south and west gates of the county seat. The headquarters of the siege was located in Shenjiabao, two miles away from the city.Due to the previous massive "handover to farmers" movement, which greatly shocked the Kuomintang authorities, Song Zheyuan, the garrison in Sanyuan, strengthened the city defense forces. The county has not been conquered for a long time, the weather is hot, and the soldiers and team members are tired from marching overnight. At noon, Huang Ziwen, Meng Fangzhou, and Lei Zhanru, a liaison officer of the county party committee, led the guerrillas from the Wuzi District to the headquarters in the west of the city for a meal and rest.Unexpectedly, the Ma Xianzhou Department suddenly rebelled, handed over the guns of the guerrillas, detained Huang Ziwen, Meng Fangzhou, and Lei Zhanru, the liaison officer of the county party committee, and the four companies sent by Hu Jingquan withdrew, and the armed siege ended in failure.

Although the armed siege failed, it has tempered the cadres, inspired the people, attacked the reactionary forces, and strengthened the courage of the working people to continue their struggle. It was also an attempt by the people to directly confront the reactionary forces with the revolutionary armed forces under the leadership of the party. It effectively cooperated with the Weihua Uprising and opened the prelude to the struggle to establish the Weibei Revolutionary Base Area.
