I have not worked for a long time with Comrade Mingfang, but his noble character of infinite loyalty to the party and extreme responsibility for work has left an indelible impression on me. In the winter of 1954, the central government held a working conference on rectifying agricultural cooperatives, and asked Comrade Mingfang (then vice-minister of the Organization Department of the Central Committee and in charge of daily work) to make a speech on rectifying the grassroots organizations of the rural party at the meeting. Before the meeting, he organized relevant comrades from the Organization Department of the Central Committee of the Communist Party of China to draft it. After speaking at the meeting, leading comrades from some provinces and cities put forward some supplementary and revised opinions, and Chairman Mao instructed Comrade Mingfang to make discretion.Comrade Ming Fang attached great importance to Chairman Mao's instructions and the opinions of provincial and municipal leaders. He personally organized relevant comrades in the Organization Department of the Central Committee to discuss and revise the original speech paragraph by sentence. From the content to the text, it is more appropriate before sending it to Comrade Deng Xiaoping for wholesale. Before compiling the income documents of the General Office of the Central Committee, he carefully considered every word and scrutinized it repeatedly. Therefore, Comrade Hu Qiaomu only adjusted one expression during the final review, leaving no other changes.Comrade Mingfang told me several times that the grassroots party organizations in rural areas are the party's battle bastions in the countryside. Whether the principles and policies of the rectification are correct or not is related to the party's leadership and the long-term development of the countryside.

In September 1956, the party will hold the Eighth National Congress. In order to sum up the experience of the socialist revolution and socialist construction, pool the wisdom of the whole party, and mobilize all positive factors, the central government requires all major leaders of the central departments to speak at the meeting.Comrade Mingfang cherished this opportunity very much, and immediately organized relevant personnel to assist him in drafting the speech. It took more than two months, and there were more than a dozen major revisions. The comrades who participated in the drafting often stayed until the morning star Dongsheng. However, Comrade Mingfang still thought that his speech was not very fresh, so he resolutely gave up the opportunity to speak at the Eighth National Congress of the Party, which he cherished very much.

Comrade Mingfang holds several positions and is very busy with work, but he is extremely serious and responsible no matter what he is in charge of or a part-time job.He is the Deputy Secretary-General of the Central Committee of the Communist Party of China and attends the meetings of the Political Bureau of the Central Committee. At that time, Politburo meetings were generally held once a week.Because major issues of the party and the country are discussed and decided at the Politburo meetings, there are many topics in each meeting. In order to improve the efficiency of the meeting, before the meeting, the General Office of the Central Committee issued relevant documents to the comrades attending the meeting to read and prepare opinions.Comrade Mingfang did everything according to the requirements of the Central Committee. He not only carefully read the documents to be discussed at the Politburo meeting, but also carefully prepared his opinions. In the spring of 1956, a competent department proposed in a document submitted to the Politburo meeting for discussion to increase the amount of grain purchased. After careful consideration, Comrade Mingfang believed that this was inappropriate and would affect the enthusiasm of farmers. During the discussion at the Politburo meeting, he also believed that this was inappropriate and decided not to increase the amount of grain procurement, which shows the depth of Comrade Mingfang’s deliberation.

I have been away from Comrade Mingfang for more than 40 years, but his noble character of infinite loyalty to the party and extreme responsibility for work always inspires and spurs me.
