(1) Against the socialist system.Oppose the socialist revolution in urban and rural areas, oppose the basic social and economic policies of the Communist Party and the people's government (such as industrialization, unified purchase and marketing, etc.); deny the achievements of the socialist revolution and socialist construction; adhere to the capitalist stance and promote the capitalist system and bourgeois exploitation. (2) Opposing the dictatorship of the proletariat and democratic centralism.Attack the struggle against imperialism and the foreign policy of the people's government; attack the struggle to eliminate counter-revolutionaries; deny the achievements of the "five major movements"; oppose the transformation of bourgeois elements and bourgeois intellectuals; attack the Communist Party and the people's government's personnel system and Cadre policy; calls for replacing socialist political, legal and cultural education with bourgeois political, legal and cultural education.

(3) Oppose the leadership of the Communist Party in the country's political life.Oppose the Communist Party's leadership in economic and cultural undertakings; maliciously attack the leading organs and leaders of the Communist Party and the people's government, slander worker and peasant cadres and revolutionary activists, and slander the revolutionary activities and organizations of the Communist Party for the purpose of opposing socialism and the Communist Party in principle. (2) Those who put forward anti-Party and anti-socialist programmatic opinions and actively advocate such opinions. (4) A group of anti-communist and anti-people elements in history who were active in reactionary activities during this offensive. three Those who have any of the following circumstances should criticize and correct their mistakes, but they should not be classified as rightists; (1) Not against socialism and the leadership of the party on a fundamental standpoint, but only against partial work systems, partial policies that do not belong to principles, problems in work, academic problems, individual organizations of the Communist Party, Individual staff who express dissatisfaction and criticism, even if their opinions are wrong and their words are sharp, should not be classified as rightists; similarly, they are not opposed to socialism and the party's leadership on a fundamental standpoint, but only ideologically. Some wrong people should not be classified as rightists.

(2) People who have had thoughts similar to the rightists but have not published or disseminated them, and have already thought they were wrong and self-examined them, or who have said something similar to the rightists by chance, and now they have admitted their mistakes, and they have never contradicted them in history. People who are anti-socialist in the party should not be classified as rightists. (3) People who made wrong remarks about the socialist economic and political system or the leadership of the Communist Party, but did not actively promote them. Facts have proved that they are not out of hostility. Those who express their willingness to change after being corrected should not be classified as rightists.

(4) Those who once blindly echoed the words and deeds of the rightists who were anti-Party and anti-socialist, or were once deceived into joining a small rightist group, or were once used by the rightists, and after understanding the mistakes of the rightists, quickly stood on the correct stand and broke with the rightists People should not be classified as rightists. (5) People who used to stand in a reactionary position in history and have not changed significantly now, but who did not carry out reactionary activities during the rightist offensive period should not be classified as rightists.

(6) All suspected elements between rightists and center-rights should not be classified as rightists until sufficient materials have been checked to identify them as rightists, and they should not be treated in the same way as fighting rightists.
