Chapter 42 Northeast operations must coordinate the overall situation and make long-term plans

(April 12, 1946) Northeast Bureau and Lin [1]: (1) Agree with Lin Zhenzidian [2], focus on concentrating forces to destroy the enemy, not stick to the city, and must coordinate the overall situation and make long-term plans. (2) If Changchun has a reliable internal response and is sure of the balance of forces, occupy it; otherwise, abandon the occupation plan, but occupy the airport with a part of the force to prevent the enemy's airlift and facilitate negotiations. (3) Zhan Caifang[3] has achieved great results in breaking the road in Suizhong. I hope you will pay attention to breaking the road and regard it as an important method to defeat the enemy. (4) Pay attention to the organization of the militia, and implement the militia system widely in Manchu[4]. (5) Pay attention to the organization of guerrilla units under the command of counties and districts. All counties throughout Manchuria should have guerrilla units. (6) Organize armed forces teams in enemy-occupied areas, with several teams in each county, each with dozens of people, all over the enemy-occupied areas. (7) You have fought well in the last few battles, and the enemy is already complaining. I hope that the victorious troops will be rewarded and their morale will be boosted. (8) Rent and interest reductions are generally implemented throughout Manchuria, mobilizing the masses, consolidating the rear, and starting from long-term plans.
